• ENGLISH ANALYSIS

• The silly hopes of the Afghan Taliban building an "inclusive government" when in charge, were put to rest as the Taliban announced their new government for the "Islamic Emirate of Afghanistan" on 7th September
• Only a small section of Afghan population is represented, and all others sidelined (as was feared by many)
• There are 33 Cabinet Ministers, with just 30 Pashtuns, 2 Tajiks and 1 Uzbek
• The Talibans themselves are largely Pashtuns, who are 40% of the population, which is a diverse mix of 4 crore people
• In their first government, the Taliban tortured the Hazara minority, and the women, and now they have excluded them thoroughly
• 17 Ministers in new govt. are part of the UN Sanctioned Terrorist List, including the head of government, Mullah Hassan Akhund
• Other dignitaries in that list are Sirajuddin Haqqani (boss of Haqqani network), a known terrorist
• The commander of the faithful (Amir ul-Momineen) will be Mullah Hibatullah Akhundzada [that title was used by Mullah Omar himself in 1990s]
• The whole new structure is a message to the world - "we don't care about what you think of us"
• Taliban 2.0 is stronger than Taliban 1.0, when only three countries recognised it, and they never controlled the entire country
• Now many regional powers are engaged with them, e.g. China and Russia
• Entire country is in their control now, including Panjshir, and the Taliban want to tighten control everywhere (but rebels in Panjshir have withdrawn to the mountains, and may regroup and hit back)
• But ever since 1973 when Afghanistan became a Republic, no government could control entire nation tightly
• Why not? Deep divisions along ethnic, religious, political lines
• And the divisive Islamist Pashtun nationalism of Taliban 2.0 won't help
• Total exclusion of Shias and marginalisation of others will hit Taliban hard in near term
• In the past 20 years, a vibrant civil society came up in the cities, and to force the Talibani Mullah Rule forcefully won't be easy
• Women are protesting at many places, something unimaginable in 1990s!
• Taliban are quite unwise, and have left the wounds of the long war festering, instead of healing a ruptured society and state
• Sadly, they are not incapable of even thinking on those lines!

• जब 7 सितंबर को तालिबान ने "अफगानिस्तान के इस्लामी अमीरात" के लिए अपनी नई सरकार की घोषणा की, तो अफगान तालिबान द्वारा "समावेशी सरकार" बनाने की मूर्खतापूर्ण उम्मीदों पर विराम लगा दिया गया

• तालिबान 2.0 तालिबान 1.0 से अधिक मजबूत है, जब केवल तीन देशों ने इसे मान्यता दी थी, और उन्होंने कभी पूरे देश को नियंत्रित नहीं किया

• पिछले 20 वर्षों में, शहरों में एक जीवंत नागरिक समाज का उदय हुआ, और तालिबानी मुल्ला शासन को बलपूर्वक लागू करना आसान नहीं होगा
• महिलाएं कई जगहों पर विरोध कर रही हैं, 1990 के दशक में जो अकल्पनीय था!
• तालिबान काफी नासमझ हैं, और टूटे हुए समाज और राज्य को ठीक करने के बजाय, लंबे समय से चल रहे युद्ध के घावों को वैसा ही छोड़ दिया है
• दुख की बात है कि वे उस तर्ज पर सोचने में भी असमर्थ हैं!
