CONCEPT – CRIMES IN INDIA - NCRB 2017 REPORT

- NCRB Executive Summary : A total of 50,07,044 cognizable crimes comprising 30,62,579 Indian Penal Code (IPC) crimes and 19,44,465 Special & Local Laws (SLL) crimes were registered in 2017, an increase of 3.6% in registration of cases over 2016 (48,31,515 cases). During 2017, registration of cases under IPC have increased by 2.9% and SLL crimes by 4.8% over 2016. Percentage share of IPC was 61.2% while percentage share of SLL cases was 38.8% of total cognizable crimes during 2017.
- Offences Affecting the Human Body : A total of 9,89,071 cases of offences affecting the human body were registered which accounted for 32.3% of total IPC crimes during 2017, out of which hurt (4,94,617 cases) accounted for maximum cases i.e. 50.0% followed by cases of causing death by negligence (1,42,794 cases), assault on women with intent to outrage her modesty (86,001 cases) accounting for 14.4% and 8.7% respectively.
- Violent Crimes :
- Murder - A total of 28,653 cases of murder were registered during 2017, showing a decline of 5.9% over 2016 (30,450 cases). ‘Disputes’ (7,898 cases) was the motive in highest number of murder cases during 2017 followed by ‘Personal vendetta or enmity’ (4,660 cases) and ‘Gain’ (2,103 cases).
- Kidnapping & Abduction - A total of 95,893 cases of kidnapping & abduction were registered during 2017, showing an increase of 9.0% over 2016 (88,008 cases). A total of 1,00,555 (23,814 male and 76,741 female) victims were reported kidnapped or abducted, out of which 56,622 (14,296 male and 42,326 female)2 victims were children and 43,933 (9,518 male and 34,415 female) victims were adult during 2017. During 2017, a total of 96,650 kidnapped or abducted persons (24,721 male and 71,929 female) were recovered of which 94,658 persons were recovered alive and 1,992 persons were dead.
- Offences Against Public Tranquility - A total of 78,051 cases of offences against public tranquillity were registered under various sections of IPC during 2017, out of which rioting (58,880 cases) accounted for 75.4% of total such cases.
- Crime Against Women - Majority of cases under crimes against women out of total IPC crimes against women were registered under ‘Cruelty by Husband or His Relatives’ (33.2%) followed by ‘Assault on Women with Intent to Outrage her Modesty’ (27.3%), ‘Kidnapping & Abduction of Women’ (21.0%) and ‘Rape’ (10.3%).
- Crime against Children - In percentage terms, major crime heads under ‘Crime Against Children’ during 2017 were kidnapping & abduction (42.0%) and cases under the Protection of Children from Sexual Offences Act, 2012 (25.3%) including child rape.
- Juveniles in Conflict with Law - A total of 40,420 juveniles were apprehended in 33,606 cases, out of which 37,402 juveniles were apprehended under cases of IPC and 3,018 juveniles were apprehended under cases of SLL during 2017.
- Majority of juveniles in conflict with law apprehended under IPC & SLL crimes were in the age group of 16 years to 18 years (72.2%) (29,194 out of 40,420) during 2017.
- Crime/Atrocities against Scheduled Castes (SCs) - Crime head-wise cases revealed that simple hurt with 30.3% (13,099 cases) registered the highest number of cases of crimes/atrocities against Scheduled Castes (SCs) followed by SC/ST (Prevention of Atrocities) Act only with 13.4% (5,775 cases) and criminal intimidation with 7.6% (3,282 cases) during 2017.
- Crime/Atrocities against Scheduled Tribes (STs) - Crime head-wise cases revealed that simple hurt (1,503 cases) registered the highest number of cases of crimes/atrocities against Scheduled Tribes (STs) accounting for 21.1% followed by rape with 14.6% (1,041 cases) and assault on wwomen with intent to outrage her modesty with 13.0% (925 cases) during 2017.
- Economic Offences : Out of three specified category of economic offences (viz. criminal breach of trust, forgery, cheating & fraud and counterfeiting), forgery, cheating and fraud accounted for maximum such cases, with 1,27,430 cases, followed by criminal breach of trust (20,371 cases) and counterfeiting (1,171 cases) during 2017.
- Cyber Crimes - During 2017, 56.0% of cyber-crime cases registered were for the motive of fraud (12,213 out of 21,796 cases) followed by sexual exploitation with 6.7% (1,460 cases) and causing disrepute with 4.6% (1,002 cases).
- Offences Against Property - During 2017, a total of 7,75,263 cases were registered under offences against property (25.3% of total IPC crimes), out of which, theft (5,89,058 cases) followed by burglaries (1,10,711 cases) accounting for 76.0% and 14.3% respectively. During 2017, Properties worth Rs. 5,002 Crore were stolen and Properties worth Rs. 1,296 Crore were recovered accounting for 25.9% of recovery of stolen properties.
- Offences Relating to Documents & Property Marks - During 2017, total of 1,28,601 cases were registered under offences against documents & property marks (comprising of counterfeiting and forgery, cheating & fraud), out of which, forgery, cheating & fraud (1,27,430 cases) accounted for 99.1% of total such cases.
- Missing Persons : A total of 3,05,267 persons (1,16,467 male, 1,88,382 female and 418 transgender) were reported missing in 2017. During the year 2017, a total of 3,21,138 persons (1,20,435 males, 2,00,357 females and 346 transgender) were recovered/traced. Missing Children - A total of 63,349 children (20,555 male, 42,691 female and 103 transgender) were reported missing in 2017. During the year 2017, a total of 70,440 children (23,564 males, 46,798 females and 78 transgender) were recovered/traced.
- Seizures under Arms Act : A total of 58,053 cases were registered under the Arms Act, 1959 in which 63,219 firearms were seized, out of which, 3,525 arms were licensed/factory made and 59,694 arms were Unlicensed/ improvised/ crude/country made. A total of 92,107 number of ammunitions were seized during 2017.
- Fake Indian Currency Notes (FICN) Seizure : A total of 3,55,994 notes worth Rs.28,10,19,294 were seized under Fake Indian Currency Notes (FICN) during 2017.
- Seizure of Narcotic Drugs : A total 3,64,206 Kg drugs were seized during 2017, out of which, Ganja (3,52,539 Kg), Hashish (3,218 Kg), Ephedrine/Pseudo Ephedrine (2,990 Kg), Opium (2,551 Kg), and Heroin (2,146 Kg) accounted for maximum. Out of total 3,64,206 Kg drugs seized, a total of 3,16,055 Kg drugs were seized by State Police followed by 32,164 Kg by Narcotics control Bureau (NCB), 14,242 Kg by Directorate of Revenue Intelligence (DRI), 648 Kg by Custom & Central Excise, 648 Kg by Central Bureau of Narcotics (C.B.N) and 449 Kg by State Excise during 2017. As per Narcotics Control Bureau, a total of 33,158 cases were registered for drugs seizure in which 56,006 persons (including foreigners) were arrested during 2017 in the country.
- Data suppressed : Newspapers reported that as per NCRB officials, it was surprising that data on mob lynching, etc. was not been published. The data was ready and fully compiled and analysed. Only the top brass would know the reason why it has not been published. The NCRB under director Ish Kumar had decided to categorise the data under these new sub-sections because of a spate of incidents of mob violence and killings across the country. Lynchings have occurred for a variety of reasons, including suspiciouns of cattle theft or smuggling, rumours of child lifting, and so on. In a majority of cases, particularly those perpetuated by self-styled 'gau rakshaks', Muslims and Dalits have been the victims.
