Meghalaya's rat hole traps (How illegal mining continues unabated)

    • December 2018 tragedy : The rathole mine in Meghalaya with 15 trapped miners has not revealed their fate, and compensation cheques of Rs.1 lakh have been given to their families! No official word is given, neither any death certificate issued.
    • NGT banned illegal coal mining : In April 2014, the National Green Tribunal (NGT) had banned rat-hole coal mining in Meghalaya, but allowed transportation of already extracted coal. Miners are available, as poverty is rife. This ban came after Assam complained of toxic effect coming from Meghalaya' illegal mines. A 2012 deadly accident, and report of many thousand child-labour influenced the NGT decision.
    • The trend in villages of Assam : The men take loans from moneylenders to escape poverty. They grow a crop if they have some land, and go to mines if production is bad. They cut coal for upto 180 days in the rat holes.
    • NGT ban changed it : The men had to search for alternative jobs in stone-crushing units of Delhi, Haryana, Rajasthan and Gujarat. But many died from TB and breathing complications! So many returned back to the mines.
    • No questions asked : In the illegal mines, no one knows who the owner is. In this case, the owner (Jrin Shillet) was arrested. All miners are officially "trapped" till date. Death Certificates are not being issued, which families now need to have other bank loans waived off.
    • Thousands of killer holes : Several huge holes exist all over the place, many 90-100 m deep, in which children and animals have fallen and died. Fear of the powerful coal barons keeps things quiet.
    • An acidic valley : The illegal mines have turned the whole valley acidic, like a desert. Farmlands are dying, with no trees around, no birds, some shrubs, and disappearing topsoil. Coal + limestone mining is a toxic combination. Rivers have turned orange-yellow, or sickly blue.
    • Allowed transportation : The NGT allowed transportation of 1.76 million tonnes of already extracted coal, but traders actually transported 5.5 million tonnes! The miners-politicians-administrators nexus is open.
    • Catch-22 situation : Many mines are owned by politicians. People feel they cannot live without the financial help of the mines, but if it continues, they'll not survive for long.
    • Summary : The story of the illegal mines in Meghalaya is a sorry tale of an economic venture gone horribly wrong, but still continues with political and administrative aid.
                                                                                                                                                Read more on - Polity | Economy | Schemes | S&T | Environment
