• Arrival of Imran Khan, and hope: Despite the manipulated elections, his arrival has given hope to India that perhaps peace can finally return to the region.
• False starts, and more false starts: Despite all positive initiatives, we have seen false starts. We now have a political neophyte as the PM in Pakistan, and can he turn around the culture of seven decades?
• Earlier examples of democratic leaders: Both Benazir Bhutto and Nawaz Sharif paid a big price whenever they went for true democratisation of their nation. The Pakistani ‘deep state’ ensured their collapse.
• India is the enemy no. 1 for deep state: That being so, how far can Imran Khan push? He has not shown a single major path-breaking idea anyway till date.
• The regular desires: Imran has spoken of renewing dialogue, pushing trade, talking on Kashmir, and reducing poverty in both nations. The real challenge is that many senior ministers are from the Pervez Musharraf cabinet.
• How did Imran win, and whom does he represent? Other than himself, he represents perhaps no one. His win was orchestrated by the deep state, through a new tactic.
• The new power-grabbing tactic: Unlike the earlier model of General Zia-ul Haq and Pervez Musharraf, when they openly grabbed power, today’s deep state works through “chosen charismatic leaders”, and putting them in high positions of power, through manipulations across the board (including the high judiciary).
• Be realistic, given the reality: If Imran Khan truly is prisoner of the deep state, India needs to be clear on (a) Imran Khan’s priority: It will be to improve relations with US and China, and not India (b) The power of people-to-people contact: To build pressure on the government over a period of time.
• Campaign globally: India must encourage the democratic world, globally, to push for more democracy in Pakistan. It is only when a lot of work is done, can both India and Pakistan truly move towards meaningful talks.
• Summary : The ‘deep state’ was responsible for Imran Khan’s victory, and it will not allow any immediate resolution with India; hence India must take the long-term route of people’s initiative, and a global campaign for democracy.
