    • ENGLISH ANALYSIS
  • Government recently approved the PLIS for textile sector as well, targeted at man-made fibre (MMF) and technical textiles segment [PLIS - Production Linked Incentive Scheme]
  • This means the govt. accepts that world trade in textiles has changed completely now, and India is playing catch-up
  • MMF surpassed cotton in 1990s, due to change in customer preferences and fashion, and now accounts for 75% of global trade!
  • Sadly, Indian textiles and clothing exports are cotton and other natural fibre product dominated, and MMF is just 30% of 2017-18's sectoral exports of $35.6 billion (the trend has held steady up until 2020-21, exports totalling $33 b)
  • Government always knew the need for change, but lacked a concrete policy that would spur physical investments in MMF segment
  • Now with the Rs.10683 crore PLIS budget, is the second of its kind in 11 months, with the new one refined in terms of incentives (after industry discussions)
  • What this scheme aims at - It focusses on 40 MMF apparel product lines, 14 MMF fabric lines and 10 sefments of technical textiles (these 64 account for top-trade lines in global market and India has less than 5% share)
  • Industry wanted intermediate products included, and that's done
  • Two types of incentives are being given - (a) Firms investing Rs.300 cr or more into plant/machinery over two years for specific products will have to first cross turnover (sales) of Rs.600 crore, and then get incentives over a 5-year period, AND (b) Investment of Rs.100 cr with sales of Rs.200 cr will be qualified for incentives
  • Now the whole game is how entrepreneurs view the risks, and are attracted by the rewards, in an environment of declining private-sector involvement, and post-pandemic reluctance

  • सरकार ने हाल ही में कपड़ा क्षेत्र के लिए भी पीएलआईएस को मंजूरी दी, मानव निर्मित फाइबर (एमएमएफ) और तकनीकी वस्त्र खंड पर लक्षित [पीएलआईएस - उत्पादन से जुड़ी प्रोत्साहन योजना]
  • इसका मतलब सरकार स्वीकार करती है कि वस्त्रों में विश्व व्यापार अब पूरी तरह से बदल गया है, और भारत पकड़ बनाने को आतुर है
  • ग्राहकों की पसंद और फैशन में बदलाव के कारण 1990 के दशक में MMF ने कपास को पीछे छोड़ दिया, और अब वैश्विक व्यापार में इसका 75% हिस्सा है!

  • इस योजना का उद्देश्य क्या है - यह 40 एमएमएफ परिधान उत्पाद लाइनों, 14 एमएमएफ कपड़े लाइनों और तकनीकी वस्त्रों के 10 खंडों पर केंद्रित है (ये 64 वैश्विक बाजार में शीर्ष-व्यापार लाईनें हैं और भारत की इसमें 5% से कम हिस्सेदारी है)
  • उद्योग चाहता था कि मध्यवर्ती उत्पाद शामिल हों, और यह हो गया
  • दो प्रकार के प्रोत्साहन दिए जा रहे हैं - (ए) विशिष्ट उत्पादों के लिए दो वर्षों में संयंत्र / मशीनरी में 300 करोड़ रुपये या उससे अधिक का निवेश करने वाली फर्मों को पहले 600 करोड़ रुपये का कारोबार (बिक्री) करना होगा, और फिर एक से अधिक प्रोत्साहन प्राप्त करना होगा। 5 साल की अवधि, और (बी) 200 करोड़ रुपये की बिक्री के साथ 100 करोड़ रुपये का निवेश प्रोत्साहन के लिए योग्य होगा
