  1. Agriculture – Police issue notice to 40 farmer leaders – The Delhi police has issued notices to 40 farmers’ leaders for violating the terms and conditions agreed upon for holding tractor rallies on Republic Day. The notices were served on Darshan Pal, Rakesh Tikat, Yogendra Yadav, Baldev Singh Sirsa, Balbir S. Rajewal and others for breaching the agreement with the Delhi police. They have been asked to submit their response within three days. The Police Special Cell also registered a case under the Unlawful Activities (Prevention) Act and sedition in connection with violence during the tractor parades. In a separate FIR registered at the Samaypur Badli police station, 37 farmer leaders have been named and charged under IPC sections on attempt to murder, rioting and others.
  2. Polity & Governance – 18 Opposition parties to boycott President’s address – As many as 18 Opposition parties, led by the Congress, have announced their decision to boycott President Ram Nath Kovind’s address to the joint sitting of Parliament at the start of the Budget session, in solidarity with the farmers protesting against the three farm laws. Leaders of 16 Opposition parties, including the Congress, the Trinamool Congress, the DMK, the Shiv Sena, the NCP and the Left parties, issued a joint statement, in which they said they were shocked at the government’s “insensitivity and undemocratic attitude” towards the protesting farmers. The Shiromani Akali Dal and Aam Aadmi Party also separately announced their decision to stay away from the Presidential address.

Polity & Governance – AAP targets elections in six States in next two years – Aam Aadmi Party chief Arvind Kejriwal has said in the next two years, the party will fight elections in Uttar Pradesh, Uttarakhand, Goa, Punjab, Himachal Pradesh and Gujarat. He asked the party leaders and volunteers to concentrate on building the organisation outside Delhi. Terming the violence that happened in the Capital on Republic Day as “unfortunate”, he said strict action should be taken against the “actual culprits” and alleged that the Delhi police were filing “fake” FIRs. Attacking the BJP and the Congress, he said that their intention is wrong and they do not have any vision. In a veiled attack on the BJP, he said “the party at the national level” tells people about things that happened centuries ago, without talking about how the 21st and 22nd-century India should be.
  4. Survey/Report – India’s rank slips to 86th in corruption perception index 2020 – India’s rank has slipped six places to 86th among 180 countries in a corruption perception index (CPI) in 2020. For 2020, Transparency International (TI)’s corruption perception index was released on January 28. The index, which ranks 180 countries and territories by their perceived levels of public sector corruption according to experts and business people, uses a scale of 0 to 100, where 0 is highly corrupt and 100 is very clean. India’s rank is 86 out of 180 nations with a score of 40. India was ranked at 80th position out of 180 countries in 2019. The CPI score for India is constant this year as well as the previous year’s score. This year, New Zealand and Denmark were ranked at first position with scores of 88. Somalia and South Sudan were ranked lowest at 179th position with scores of 12.

World – ‘U.S. will rejoin deal if Iran is compliant’ – On his first full day on the job, U.S. Secretary of State Antony Blinken confirmed the administration’s position that if Iran were to become compliant with the terms of the now defunct Joint Comprehensive Plan of Action (JCPOA, or the “Iran deal”), the U.S. would re-enter it too. The Trump administration had pulled out of the deal in 2018. Mr. Bliken, who had said at his confirmation hearing that America would approach the world with “humility and confidence”, told reporters that the new team would be “ constantly questioning our own assumptions and premises” , not engaging in groupthink and that there would be self-reflection and self-criticism when confronted with foreign policy issues.
  6. Covid-19 – New Zealand tops COVID-19 performance ranking – New Zealand and Vietnam were ranked the best performing countries in their response to the pandemic, according to a COVID-19 “performance index” put together by the Lowy Institute, an Australian think tank, which sought to assess the impact of geography, political systems and economic development in assessing outcomes. The index, which was based on six different indicators, including confirmed cases and deaths per million people and the scale of testing, sought “to gauge the relative performance of countries”, assessing 98 countries in the 36 weeks that followed their hundredth case. India ranked 86 out of 98 countries, while the U.S. stood at 94 and Brazil at the bottom of the index. Taiwan, Thailand and Cyprus were in the top five. Sri Lanka was the best faring nation in South Asia, ranking 10, while the Maldives was at 25, Pakistan at 69, Nepal at 70, and Bangladesh at 84.

World – Biden warns Beijing over ‘expansionism’ – A week into the job, U.S. President Joe Biden has sent a clear warning to Beijing against any expansionist intentions in East and Southeast Asia. In multiple calls and statements, he and his top security officials have underscored support for allies Japan, South Korea, Taiwan and the Philippines, signalling Washington’s rejection of China’s disputed territorial claims in those areas. Mr. Biden has told Japanese Prime Minister Yoshihide Suga that his administration is committed to defending Japan, including the Senkaku Islands, which are claimed both by Japan and China, which calls them the Diaoyu Islands. That stance was echoed by Defense Secretary Lloyd Austin, who has told Japanese counterpart Nobuo Kishi that the contested islands were covered by the U.S.-Japan Security Treaty. He affirmed that the U.S. “remains opposed to any unilateral attempts to change the status quo in the East China Sea”.
  8. Law & Constitution – Stopping hate on television is essential to prevent riots: SC – The SC has said stopping hate on television was as essential for law and order as arming policemen with lathis and putting up barricades to prevent the spread of violence and riots. The CJI referred to how the government had shut down Internet facility on January 26 amid violence during the farmers’ tractor rally. The CJI said the court, by government control, did not mean to curb free speech on TV.
  9. Economy – India’s gold demand fell to 25-year low in 2020: WGC – Gold demand in India hit a 25-year low at 446.4 tonnes in 2020, compared with 690.4 tonnes in 2019 due to the COVID-19 induced lockdown and on account of record high prices. Total jewellery demand in India for 2020 was down by 42% at 315.9 tonnes compared with 544.6 tonnes in 2019. The value of jewellery fell 22% to ₹1,33,260 crore, from ₹1,71,790 crore in 2019. Total investment demand for the calendar year was down by 11% at 130.4 tonnes in comparison with 145.8 tonnes in the previous year.

Covid-19 – Vaccines are safe for those who are on blood thinners: ICMR – Both COVID-19 vaccines approved for emergency use in India — Covaxin and Covishield — are safe for people on blood thinners, Indian Council of Medical Research (ICMR) Director-General Balram Bhargav said on January 28. He said manufacturers of both the vaccines had approached the Drugs Controller-General of India (DCGI) for revision of this contraindication on their fact sheets. The Health Ministry added that it was engaging with private stakeholders to look at increasing the future coverage of COVID-19 vaccines. The Ministry is also actively working at reducing wastage of the vaccine by bringing in a more flexible digital platform and issuing an exhaustive guideline to States/UTs to manage waste below 10%.

  • PM announces setting up of Rs 1,000-crore ‘Startup India Seed Fund’ – PM Modi in Jan 2021 announced a ‘Startup India Seed Fund’ worth Rs 1,000 crore for startups to provide them with initial capital to start and grow their business. Modi made this announcement in his address to the BIMSTEC countries at the 2-day ‘Prarambh: Startup India International Summit’, organised by the Department for Promotion of Industry and Internal Trade (DPIIT) on Jan 15-16.
  • Prarambh’ Start-up India International Summit held in New Delhi - The two-day ‘Prarambh’ Start-up India International Summit was organised in New Delhi on January 15-16, 2021. Members of BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) countries participated in the event. The summit was organized by the Department for Promotion of Industry and Internal Trade. The Summit was inaugurated by Commerce and Industry Minister Piyush Goyal.
  • Single Window Clearance portal of Coal Ministry launched - The Ministry of Coal on January 11, 2021 launched Single Window Clearance Portal, a unified platform that facilitates grant of clearances and approvals required for starting a coal mine in India. Union Home Minister Amit Shah launched the portal in presence of Union Minister of Coal & Mines Pralhad Joshi in an event in New Delhi to execute agreements with successful bidders of India’s first ever commercial coal mine auctions.
  • Third Phase of PMKVY launched in 600 districts - The Third Phase of Pradhan Mantri Kaushal Vikas Yojana was launched on January 15, 2021 in 600 districts across the country. Spearheaded by the Ministry of Skill Development and Entrepreneurship, this phase will focus on new-age and COVID-related skills. Minister for Skill Development and Entrepreneurship Dr Mahendra Nath Pandey interacted with various students of the skill development centres. Skill India Mission-PMKVY 3.0 envisages training of eight lakh candidates over a scheme period of 2020-2021 with an outlay of Rs 949 crore. Prime Minister Narendra Modi launched the Skill India Programme in 2015.
  • Govt brings forward target of ethanol-blending with gasoline by 2025 - India plans to achieve 20% ethanol-blending with gasoline by 2025, five years ahead of its previous target, to help reduce its dependence on costly oil imports, the government said on January 14, 2021. In 2020, the government had set a target of reaching 10% ethanol-blending by 2022 - meaning 10% of ethanol mixed with 90% of gasoline - and 20% by 2030. India relies on foreign suppliers to meet more than 80% of its demand.
  • Funds spent by corporates on Covid vaccination drive to count as CSR activity - The ministry of corporate affairs (MCA) has permitted the funds spent on awareness programmes and public outreach campaigns regarding the Covid-19 vaccination drive, to be classified as corporate social responsibility (CSR) activity. These would fall under the permitted CSR activities as per the seventh schedule of the Companies Act, 2013, the ministry said in a circular on January 13, 2021.
  • CBDT launches e-portal for reporting tax evasion, ‘benami’ assets - The Central Board of Direct Taxes (CBDT) has launched an e-portal for filing complaints about tax evasion, ‘benami’ properties and undisclosed assets overseas. “Taking another step towards e-governance and encouraging participation of citizens as stakeholders in curbing tax evasion, the CBDT has launched an automated dedicated e-portal on the e-filing website of the Department [Income-Tax] to receive and process complaints of tax evasion, foreign undisclosed assets as well as complaints regarding ‘benami’ properties,” it said on January 12, 2021.
  • India took ‘decisive’ steps to deal with coronavirus pandemic: IMF - IMF Managing Director Kristalina Georgieva has praised India for taking “very decisive” steps to deal with the coronavirus pandemic and its economic consequences and asked the country to do more this year to support an accelerated transformation of the economy.
  • PCRA launches SAKSHAM campaign to spread awareness about green energy - The Petroleum Conservation Research Association (PCRA) of the Petroleum and Natural Gas Ministry on January 16, 2021 launched month-long mass awareness campaign ‘SAKSHAM’ to spread awareness about green and clean energy. The pan-India campaign will focus on adoption of cleaner fuels.
  • Wholesale price-based inflation slows to 1.22% in Dec - The wholesale price-based inflation slowed to 1.22% in December on easing food prices, as per government data released on January 14, 2021. The inflation based on Wholesale Price Index (WPI) was 1.55% in November 2020, and 2.76% in December 2019.
  • CPI-based inflation eased to 4.59% in Dec - Consumer Price Index (CPI)-based inflation eased to 4.59% in December 2020 compared to 6.93% in November, according to government data released on January 12, 2021.
  • Industrial output contracts by 1.9% in Nov 2020 - The country’s industrial output, measured in terms of the Index of Industrial Production (IIP), contracted by 1.9% in November as against 3.6% growth in October, according to data from the Ministry of Statistics and Programme Implementation.

  • India has inked a strategic partnership agreement with the International Energy Agency (IEA) to strengthen cooperation in global energy security, stability and sustainability.
  • The partnership is likely to lead to an extensive exchange of knowledge and would be a stepping stone towards India becoming a full member of IEA.
  • The IEA Secretariat is to look after implementation of the cooperative activities in India and for facilitating discussion between the IEA members and India to further develop the strategic partnership.

4.1 India’s pledge to UN peace-building
 
Highlights –
  • India has announced a pledge of $150,000 to activities of the Peacebuilding Fund in 2021.
  • The Peacebuilding Fund is the UN’s financial instrument of first resort to sustain peace in countries or situations at risk or affected by violent conflict.
  • As a part of its 2020-24 strategy, the Peacebuilding Fund has put forth a comprehensive scenario covering a horizon of five years. The Fund requires 1.5 billion dollars for 2020-2024.
  • Officials have pointed out that as the medium-term effects of the Covid-19 pandemic become more apparent, it is more important than ever to ensure the fund is adequately and predictably resourced.
  • In 2020, the Peacebuilding Fund mobilised over $180 million, which officials said is an important sign of the trust the fund has garnered over the years and its demonstrated ability to deliver in the most difficult contexts.
  • India continues to assist countries bilaterally in post-conflict situations by providing substantial grants and soft loans, apart from focusing on infrastructure, especially housing, education and health, on connectivity, providing livelihood to those impacted by conflict, especially in agriculture and on projects at the grassroots level.
  • The Fund’s 2020-2024 strategy is its most ambitious yet, responding to the Secretary-General’s call for a quantum leap of support for peace-building and prevention. The Fund has invested over $1.2 billion to date in over 60 countries, with support from almost 60 member states.
  • Including funds received for 2020, a total of 39 member states have contributed or pledged over $439 million for peace-building in support of the Fund’s 2020-2024 Strategy which set a target of $1.5 billion.

  • China: WHO experts arrive in Wuhan to probe origins of coronavirus pandemic - A team of World Health Organisation scientists arrived in Wuhan on January 14, 2021 to investigate the origins of the deadly coronavirus pandemic, which emerged from the central Chinese city in December 2019 before engulfing the entire world.
  • US bans cotton, tomato products from China’s Xinjiang province over forced labour - The United States on January 13, 2021 announced a ban on the entry of cotton and tomato products from China’s Xinjiang region amid allegations that detainee or prison labour from Uyghurs went into making them, according to the US Customs and Border Protection.
  • U.S. rebrands Cuba as state sponsor of terrorism - President Donald Trump’s outgoing administration on January 11, 2021 returned Cuba to the U.S. blacklist of state sponsors of terrorism. Secretary of State Mike Pompeo cited Cuba’s ties with Colombian rebels, alliance with leftist Venezuela and sanctuary to several U.S. fugitives in justifying the blacklisting. The terror designation only be removed after a formal review by the new Joe Biden administration.
  • Russia withdrawing 300 military instructors from Central African Republic - Russia has informed the United Nations that it is sending home 300 military instructors it sent to the Central African Republic to help train its army, which was facing an offensive by rebel groups. The rebels are protesting the reelection on Dec. 27 of President Faustin-Archange Touadera.
  • Netherlands: Govt. of PM Mark Rutte resigns over child welfare scandal - Mark Rutte, Prime Minister of Netherlands, and his entire Cabinet resigned on January 15, 2021 to take political responsibility for a scandal involving investigations into child welfare payments that wrongly labelled thousands of parents as fraudsters.
  • Fiji wins presidency of UN Human Rights Council - The UN Human Rights Council elected Fiji’s Ambassador as its 2021 President in an unprecedented secret ballot after a diplomatic stand-off blocked the usual consensus decision. Fiji’s Ambassador in Geneva, Nazhat Shameem Khan, who served as the council’s Vice-President in 2020, won with 29 out of 47 votes.
  • President-elect Joe Biden names Samantha Power as USAID chief - President-elect Joe Biden on January 13, 2021 nominated former Ambassador to the UN Samantha Power to lead the U.S. Agency for International Development (USAID), and elevated the position’s role.
  • US: William J Burns to lead Central Intelligence Agency (CIA) - US President-elect Joe Biden on January 11, 2021 announced that he has nominated former career diplomat William J Burns to lead the Central Intelligence Agency (CIA).
  • Uganda: Yoweri Museveni re-elected President - Uganda’s Electoral Commission said on January 16, 2021 that President Yoweri Museveni won a sixth five-year term, extending his rule to four decades. The Electoral Commission said Museveni received 58% of votes while top opposition challenger Bobi Wine got 34%. Voter turnout was 52%. The vote followed the East African country’s worst pre-election violence since the 76-year-old Mr. Museveni took office in 1986.
  • North Korean leader given title of general secretary of ruling party - North Korean leader Kim Jong Un was given the title of general secretary of the ruling Workers Party formerly held by his late father Kim Jong Il, and grandfather, Kim Il Sung. Kim already was the party’s top leader. During a 2016 party congress, he was named party chairman and before that had led the party with the title of first secretary.
  • Russia: Opposition leader Alexei Navalny detained on arrival from Germany - Russia’s prison service said opposition leader Alexei Navalny was detained at a Moscow airport after returning from Germany on January 17, 2021. Navalny, who is President Vladimir Putin’s most prominent critic, was returning from Germany, where he spent five months recovering from poisoning by Soviet-era nerve agent Novichok, which he blames on the Kremlin.

6.1 Mount Merapi Volcano erupts
 

 
Key points – 
  • Indonesia's most active volcano erupted on January 27 with a river of lava and searing gas clouds flowing 1,600 meters (5,250 feet) down its slopes.
  • It was Mount Merapi's biggest lava flow since authorities raised its danger level in November, said Hanik Humaida, the head of Yogyakarta's Volcanology and Geological Hazard Mitigation Center.
  • After morning rain, ashfall turned into muck in several villages, where the sound of eruption could be heard 30 kilometers (18 away). Police and rescue services told miners to cease work along rivers but no one was evacuated.
  • Authorities in November 2020 had evacuated nearly 2,000 people living on the mountain in Magelang and Sleman districts on Java Island but most have since returned.
  • The 2,968-meter (9,737-foot) volcano is on the densely populated island of Java and near the ancient city of Yogyakarta. It is the most active of dozens of Indonesian volcanoes and has repeatedly erupted with lava and gas clouds recently.
  • Merapi's last major eruption in 2010 killed 347 people.
  • Indonesia, an archipelago of 270 million people, is prone to earthquakes and volcanic activity because it sits along the Pacific "Ring of Fire," a horseshoe-shaped series of seismic fault lines around the ocean.

  • Cheteshwar Pujara crosses 6000-run mark in Test cricket - Cheteshwar Pujara became the 11th Indian to cross the 6000-run mark in Test cricket in his 80th match played at Sydney. The Third Cricket Test between India (244, 334/5) and Australia (338, 312/6 declared) at Sydney ended in a draw on January 11, 2021. The four-test series is tied at 1-1.
  • All new, upgraded SAI facilities to be named after sportspersons - The Sports Ministry on January 17, 2021 said it has decided to name all the upcoming and upgraded facilities of the Sports Authority of India (SAI) after renowned athletes who have brought accolades for the country.
  • Olympic women’s 100m hurdles champion suspended for doping violation - Olympic women’s 100m hurdles champion Brianna McNeal has been provisionally suspended for doping violations, the Athletics Integrity Unit (AIU) announced on January 15, 2021. The 29-year-old American, who claimed Olympic gold in Rio de Janeiro in 2016 and also won World gold in Moscow in 2013, was charged with “tampering” with part of a doping control, AIU said.
  • Nikolai Snesarev appointed coach of Indian athletics team - Government has approved the appointment of Belarussian coach Nikolai Snesarev as the middle- and long-distance coach of the Indian athletics team. The 72-year-old has been appointed till the end of September, a period which will coincide with the Tokyo Olympics scheduled to take place in July-August.

Key points – 
  • January 26 is celebrated as the International Customs Day (ICD).
  • It is the day designated to honour the custom officials and agencies for their function in taking care of the flow of goods across the world borders.
  • The flow of goods (ranging from personal items, animals, precarious objects) in and out of the country is monitored by the customs. The aim of this agency is to safely bridge gaps while borders continue to demarcate.
  • The agencies believe that by lending support and guidance to the customs administration process, they connect countries.
  • Customs management works towards creating a sustainable future by facilitating economic, social, environmental needs in the process.
  • Members of the World Customs Organization actively participate in observing this special day by exhibiting their efforts, endeavours and activities.
  • The day is celebrated by giving due importance to the customs employees; by organising appreciation events whereby officials are recognized for their contribution, exceptional service in the domain.
Important details –
  • It was on January 26, 1953 that the Customs Cooperation Council (CCC) had held its inaugural session in Brussels which was attended by representatives from 17 European countries.
  • International Customs Day was created by CCC in 1983. In 1994, CCC was renamed as World Customs Organization (WCO).
  • WCO is the only international body looking after international customs and matters concerning border control.
  • WCO has head-quarter in Brussels, Belgium. WCO currently has custom organizations from 182 countries as its members. More than 98% of world trade is administered by WCO.
Theme –
  • In 2020, the theme for the custom day celebration was "Customs fostering sustainability for people, prosperity, and the plant”. And "Smart borders for seamless trade, travel and transport" was the theme in 2019.
  • 2021 witnessed the theme of "Customs bolstering recovery, renewal and resilience" which will focus on the endeavours of customs to emerge from the pandemic crisis and help people.

8.1 International Holocaust Remembrance Day 2021
 

 
 
Key points –
  • The International Holocaust Remembrance Day is an international memorial day observed on January 27 every year. The day commemorates the tragedy of the Holocaust during the Second World War.
  • The day was officially proclaimed in November 2005 as International Day of Commemoration in Memory of the Victims of the Holocaust by the United Nations General Assembly.
  • The International Holocaust Remembrance Day commemorates the genocide that resulted in the death of 6 million Jews and 11 million others by the Nazi regime and its collaborators.
History –
  • On January 27, 1945, Auschwitz-Birkenau, the largest Nazi concentration and death camp, was liberated by the Red Army.
  • Prior to the UN General Assembly resolution 60/7, there were national days of commemoration. Germany observed Tag des Gedenkens an die Opfer des Nationalsozialismus (The Day of Remembrance for the victims of National Socialism) by the proclamation of the Federal President Roman Herzog in 1996.
  • The UK observed Holocaust memorial day on January 27 every year since 2001.
Importance –
  • The day aims to address the residual trauma, maintain effective remembrance policies and promoting education, documentation and research about the genocide to help prevent future acts of genocide.
  • The resolution rejects any denial of the Holocaust as an event and condemns all manifestations of religious intolerance, incitement, harassment, or violence against persons or communities based on ethnic origin or religious belief.
  • It also calls for actively preserving the Holocaust sites that served as Nazi death camps, concentration camps, forced labour camps and prisons.
In 2021 –
  • For the first time, this year the United Nations and UNESCO jointly organized a series of events.
  • The events were held online due to the coronavirus pandemic.
  • Events included a commemoration ceremony on January 27 and a panel discussion on Holocaust denial and distortion, in addition to exhibitions in Paris and UNESCO Field Offices around the world.
