- Agriculture – No clarity on tomorrow’s talks, a day after SC stay on farm laws – As thousands of protesting farmers burned copies of the three contentious farm reform laws to mark the festival of Lohri, the Central government was yet to decide whether to hold its next round of negotiations with farm unions on January 15. Farmers completed 50 days of continuous protest on the borders of Delhi. They have been demanding the repeal of the three laws, as well as a legal guarantee that all farm produce would be sold at minimum support prices. So far, eight rounds of talks have failed to resolve the crisis. Following the Supreme Court’s order to suspend the implementation of the laws and form a committee on the same issues, the Centre held internal consultations on the way ahead.
- World – Donald Trump on verge of second impeachment – A week after Trump’s supporters stormed the U.S. Capitol, the U.S. House of Representatives gathered on January 13 to impeach the President for his role in an assault on American democracy that stunned the nation and left five dead. At least five Republicans have said they would join Democrats to impeach Mr. Trump for the second time, just seven days before he is due to leave office and President-elect Joe Biden is sworn in on January 20. A vote of the House majority to impeach would trigger a trial in the still Republican-controlled Senate, although it was unclear whether such a trial would take place in time to expel Mr. Trump from the White House.
- Law & Constitution – Publication of notice of marriage not mandatory, says Allahabad HC – The Allahabad High Court has ruled that the provision of publication of notice of intended marriage under the Special Marriage Act, 1954, is not mandatory. The court, in a significant judgment delivered on January 12, said making such publication mandatory “would invade the fundamental rights of liberty and privacy, including within its sphere the freedom to choose for marriage without interference from state and non-state actors, of the persons concerned”. A Bench of Justice Vivek Chaudhary mandated that while giving notice under Section 5 of the Act, it shall be optional for the parties to the intended marriage to make a request in writing to the marriage officer to publish or not to publish a notice under Section 6 and follow the procedure of objections as prescribed under the Act.
- Covid-19 – AAP govt. to provide free COVID vaccination if Centre doesn’t: CM – The Delhi government will provide free COVID-19 vaccination to residents of the Capital if the Centre fails to do so, Chief Minister Arvind Kejriwal said on January 13. His comment came following a visit to the family of Dr. Hitesh Gupta, employed with the Delhi government, who lost his life after contracting the virus in the line of duty. The government announced financial assistance of ₹1 crore to the family. The Delhi government has sent a list of 600 sites, including schools and government offices, to the Centre for the first phase of the vaccination drive which aims to cover 51 lakh citizens.
- Defence – CCS approves 83 Tejas fighters for Air Force – In the biggest indigenous defence deal, the Cabinet Committee on Security (CCS) has approved the manufacture of 83 Tejas light combat aircraft (LCA) by Hindustan Aeronautics Ltd. (HAL) for the Indian Air Force (IAF) at a cost of around ₹47,000 crore. The indigenous content of the LCA-Tejas was 50% in the MK-1A variant and it would be enhanced to 60% by the end of the programme. The MK-1A would have over 40 modifications over the MK-1 variant, including some major ones like an electronic warfare system, advanced electronically scanned array (AESA) radar, beyond visual range (BVR) missiles and a network warfare system comprising software defined radio (SDR). The modifications would be incorporated on the LCA concurrently along with the production once the deal is signed. The Cabinet also approved infrastructure development by the IAF under the project to enable them to handle repairs or servicing at their base depot so that the turnaround time is reduced for mission critical systems, which would lead to increased availability of aircraft for operational exploitation.
- World – Kremlin critic Navalny to fly to Russia despite risk – Kremlin critic Alexei Navalny has said that he would fly back to Russia on January 17 from Germany, where he has been recovering after being poisoned, shrugging off potential legal risks that could see him jailed. Mr. Navalny, one of President Vladimir Putin’s leading critics, was airlifted to Germany for treatment in August 2020 after collapsing on a plane in what Germany and other Western nations say was an attempt to murder him with a nerve agent. Russian authorities deny any involvement in the incident. His announcement came a day after court documents showed Russian authorities had asked a court to jail him for allegedly breaking the terms of a suspended sentence, which he calls a politically-motivated conviction.
- Economy – Kerala allowed to borrow ₹2,261 cr. more – The Finance Ministry has enhanced Kerala’s borrowing limit by ₹2,261 crore, after the State joined seven others in completing reforms to improve the ease of doing business as stipulated by the Centre. States have so far been granted an additional borrowing limit of about ₹23,100 crore linked to this aspect of the conditional reform-linked borrowings permitted this year. The reforms for meeting the additional borrowing grant include the completion of first assessment of ‘District Level Business Reform Action Plan’, elimination of the requirements of renewal of registration certificates and licences obtained by businesses under various laws, and implementation of a computerised central random inspection system for allocation of inspectors. In May, the Centre had allowed States to avail of enhanced borrowing limits of 2% of their Gross State Domestic Product, citing the COVID-19 pandemic.

- Law & Constitution – Adultery law must stay for military: govt. – The Supreme Court has admitted a petition filed by the Ministry of Defence (MoD) seeking to exempt armed forces personnel from the ambit of a Constitution Bench judgment of 2018 that decriminalised adultery. One of the chief reasons given by the government for seeking exemption is, incidentally, that “there will always be a concern in the minds of the Army personnel who are operating far away from their families under challenging conditions about the family indulging in untoward activity.” A three-judge Bench led by Justice Rohinton Fali Nariman said the plea had to be considered by a Constitution Bench because the original verdict, striking down Section 497 (adultery) of the IPC, was pronounced by a five-judge Bench in September 2018.
- Education – Delhi schools to reopen for classes 10, 12 – Deputy CM Manish Sisodia has said that the Delhi government has allowed the reopening of schools for students of Classes 10 and 12 so that they may complete their studies ahead of the CBSE board examinations, the dates of which have already been announced.
