- Covid-19 – Vaccine trial showed 95% success: Pfizer – Pfizer Inc will seek emergency U.S. approval for its COVID-19 vaccine within days after final trial results showed its shot had a 95% success rate and no serious side effects. The efficacy of the vaccine, which could be distributed from December, was found to be consistent across different ages and ethnicities. The success rate of the vaccine developed by Pfizer and its German partner BioNTech is the highest of any candidate in late-stage clinical trials so far, and experts said it was a significant achievement in the race to end the pandemic. Pfizer said 170 volunteers in its trial, involving over 43,000 people, contracted COVID-19 but 162 of them had only been given a placebo, meaning the vaccine was 95% effective. Of the 10 people who had severe COVID-19, one had received the vaccine.
- Law & Constitution – State’s nod must for Centre to extend CBI jurisdiction: SC – The Supreme Court has said that the provision making a state government’s consent mandatory for a CBI probe in its jurisdiction is in tune with the principle of federalism and the Centre cannot extend the jurisdiction of the investigation agency to a state without its consent. The verdict comes in the wake of eight non-BJP states having so far withdrawn general consent for CBI to probe fresh cases, Punjab being the last one to do so. The others are Jharkhand, Kerala, Maharashtra, West Bengal, Rajasthan, Chhattisgarh and Mizoram. Andhra Pradesh was among the first states to withdraw consent, but Jaganmohan Reddy restored it soon after coming to power.
- Polity & Governance – MP sets up country’s first ‘cow cabinet’ – MP CM Shivraj Singh Chouhan has announced a first-of-its-kind ‘gau cabinet’, yoking together six departments functioning under five ministers to work for the “conservation and welfare of cows”. The group’s first meeting is scheduled on Gopashtami on November 22 at a cow sanctuary in Agar Malwa, 210km from Bhopal. P CC chief Kamal Nath dismissed the MP gau cabinet as “just another announcement” by CM Chouhan. The former CM alleged that the government had done nothing for the protection of cows. The cow sanctuary in Agar Malwa—Kamdhenu Gau Abhayaranya—came up in 2017 during Chouhan’s third term as CM at a cost of Rs 32 crore. It is spread across 472 hectares in Salaria village of Agar Malwa, and can accommodate over 4,000 cows. The shelter is for cows that are old, diseased or no longer give milk.
- Study/Research – Indian grads rise to no. 15 on employability – India now features among top 15 countries with universities producing the most employable graduates. In the Employability Rankings 2020, India has improved its slot from 23 in 2010 even as UK and US universities showed a decline in terms of employability. The study by Times Higher Education (THE) and French consultancy, Emerging, for most employable locations for higher education shows India has been one of the high performers globally over the last decade. India also increased its representation in the top 250 universities worldwide-—from four in 2019 to six in 2020. A notable performer is Indian Institute of Technology-Delhi, which ranked 149th in 2014 and moved up to 27th in 2020.
- Covid-19 – Record 10,816 global virus deaths in a day – The number of reported global daily virus deaths stood at 10,816 on November 17, the highest single-day death count. The previous record of global daily deaths was 10,733, registered on November 4. The virus toll in the US approached 250,000 on November 18, the day after the country recorded the highest number of victims in nearly four months. On November 17, the pandemic claimed 1,596 lives in the US, more than on any single day since July 27, contributing to a total of 2,48,898 virus deaths. Meanwhile, Europe made up almost half of the world’s 4 million new cases last week but recorded a nearly 10% fall in infections compared to the week before. Also, cases in Africa crossed the 2 million mark.
- World – Boeing 737 Max cleared by FAA to resume flights – The Federal Aviation Administration has cleared the way for Boeing’s 737 Max to resume flying, 20 months after it was grounded following two fatal crashes blamed on faulty software and a host of company and government failures. The decision ends a devastating saga for Boeing, which had predicted billions of dollars in losses stemming from the Max crisis. The Max was grounded worldwide in March 2019 when the FAA joined regulators in dozens of other countries in banning the plane after the crashes in Indonesia and Ethiopia killed all 346 people on board. Investigators have attributed the crashes to a range of problems, including engineering flaws, mismanagement and a lack of federal oversight.
- Economy – IMF foresees legacy scars from COVID-19 crisis – Despite the hopes of a COVID-19 vaccine emerging soon, the global economy remained on tenterhooks as new cases were surging worldwide, chief economist at the IMF has said. Observing that the world economy hadn’t returned to pre-pandemic levels yet despite a rebound in recent months, the economist said that the crisis triggered by the virus was likely to scar future economic activity as companies, governments, students and the worst-hit sections of the workforce would have to cope with the pandemic’s ‘legacies’. While there were concerns about a jobless recovery, the IMF economist urged countries to push for green investments as part of the recovery process as they were more job-intensive.
- World – U.S. to reduce troops in Iraq, Afghanistan – The U.S. will slash troop levels in Afghanistan and Iraq to their lowest in nearly 20 years, prompting security worries among allies and fear on Kabul’s streets after President Donald Trump pledged to end conflicts abroad. Rejecting concerns that precipitous drawdowns could give up security gains after years of fighting, officials said around 2,000 troops would be pulled from Afghanistan by January 15. Five hundred more would return from Iraq by the same date, leaving 2,500 in each country. Mr. Trump had made ending overseas wars one of his key promises and U.S. forces in Afghanistan had already been reduced from about 13,000 following a deal with the Taliban.
- World – Will return to nuclear deal if U.S. sanctions are lifted: Iran – Iran will “automatically” return to its nuclear commitments if U.S. President-elect Joe Biden lifts sanctions imposed over the past two years. Decades old U.S.-Iranian tensions escalated after U.S. President Donald Trump unilaterally withdrew from a landmark nuclear agreement in 2018 and reimposed, then reinforced, crippling sanctions. While Mr. Trump has sought to maximise pressure on Iran and isolate it globally, Mr. Biden has proposed to offer the Islamic republic a “credible path back to diplomacy”.
- Foreign Affairs – Twitter apologises for showing Ladakh as part of China – Twitter Inc has apologised in writing for showing the Union Territory of Ladakh wrongly as part of China and has assured a parliamentary committee that it will make the correction by November 30. The joint committee of Parliament on the Data Protection Bill had last month come down heavily on Twitter for showing Ladakh as part of China, saying it amounted to treason and had sought an explanation from the platform. Appearing before the panel chaired by Meenakshi Lekhi, representatives of Twitter India had "begged apology" but they were told by the members that it was a criminal offence to question the sovereignty of the country and an affidavit must be submitted by Twitter Inc, not by its 'marketing arm' Twitter India.

- PM Modi said the Ministry of Shipping is being renamed as the Ministry of Ports, Shipping and Waterways. He also inaugurated a Ro-Pax ferry service between Hazira in Surat and Ghogha in Bhavnagar district, which will reduce the nearly 370 km road distance between the two places to 90 km by sea route.
- Ministry of Labour and Employment in a statement said that submitting claims through Affidavit Form is now no longer required under Atal Beemit Vyakti Kalyan Yojana (ABVKY) of Employees' State Insurance Corporation- ESIC. While analysing the response of the beneficiaries to the Scheme under relaxed conditions, it was found that the condition of submitting the claim in Affidavit Form is causing inconvenience to the claimants.
- PM Modi in Nov 2020 chaired the Virtual Global Investor Roundtable that was organized by the Ministry of Finance and National Investment and Infrastructure Fund. It was a dialogue between leading global institutional investors, Indian corporates and the highest decision makers from the Government and Financial Market Regulators.
- Business sentiment shot up by 41% during the July-September quarter from a record low in the previous quarter, according to the Business Expectation Survey conducted by the National Council for Applied Economic Research (NCAER). The think tank’s Business Confidence Index (BCI) rose to 65.5 in the second quarter after recording a massive drop to 46.4 in the first quarter of the ongoing fiscal.
- In order to provide a measure of the growth and strength of the MSME sector in India, TransUnion CIBIL in partnership with Ministry of Statistics & Programme Implementation (MoSPI) has launched MSME Credit Health Index. It will provide government, policy makers, lenders and MSME market participants, a numeric indicator for benchmarking the health of the MSME sector.
- The Ministry of Road Transport and Highways has issued a notification making FASTags mandatory for all four-wheel vehicles from 1st January 2021. This will apply to old vehicles as well as M and N category of motor vehicles sold before 1st December, 2017.

- The first committee of the United Nations General Assembly has adopted two India-sponsored resolutions on nuclear disarmament which aim to reduce risk of nuclear accidents and call for a prohibition on the use of nuclear weapons.
- The UNGA first committee deals with the issue of disarmament and works in close cooperation with the United Nations Disarmament Commission and the Geneva-based Conference on Disarmament, the other two bodies to deal with the nuclear issue.
- The two resolutions adopted include Convention on the Prohibition of the Use of Nuclear Weapons and Reducing Nuclear Danger under the Nuclear weapons cluster.
- The Convention on the Prohibition of the Use of Nuclear Weapons calls for Conference on Disarmament to start negotiations on an international convention prohibiting the use or threat of use of nuclear weapons under any circumstances.
- The resolution on Reducing Nuclear Danger which was tabled since 1998 puts focus on unintentional or accidental use of nuclear weapons and underscore the need for a review of nuclear doctrines. The resolution asks for concrete steps to reduce such risks, including through de-ing and de-targeting of nuclear weapons.
- The Union Cabinet was apprised on November 4, 2020 of a Memorandum of Understanding (MoU) between India and Spain for scientific and technical collaborations in the field of astronomy. The MoU was signed between Indian Institute of Astrophysics (IIA), Bengaluru and the Instituto de Astrofisica de Canarias (IAC) and the GRANTECAN, S.A. (GTC), Spain.
- The Union Cabinet has approved the signing of an MoU between India and Israel for cooperation in the field of health and medicine. The MoU covers areas of cooperation such as exchange and training of medical doctors and other health professionals, assistance in development of human resources and setting up of health care facilities and exchange of information regarding regulation of pharmaceutical, medical devices and cosmetics.
- Union Minister for Science Technology, Earth Sciences, and Health & Family Welfare, Dr. Harsh Vardhan chaired the first of its kind policy consultation with the highly-skilled Indian diaspora to facilitate channels for them to contribute to India’s Science Technology and Innovation Policy (STIP) 2020, on November 7, 2020 in New Delhi.
- Atal Innovation Mission (AIM) and Sirius, Russia, on November 7, 2020 launched ‘AIM-Sirius Innovation Programme for Indian and Russian school children. Over a two-week programme, from November 7 to 21, students, educators and mentors will create 8 virtual products and mobile applications addressing global challenges across a range of areas like applied cognitive science, health and well-being and artificial intelligence.
- The first phase of the Malabar naval exercise has culminated in the Bay of Bengal with the participation by Indian Navy (IN), United States Navy (USN), Japan Maritime Self-Defence Force (JMSDF), and Royal Australian Navy (RAN).
- The fourth meeting of the India-Philippines joint commission on bilateral cooperation was co-chaired by External Affairs Minister S Jaishankar and his Philippines counterpart Teodoro Locsin Jr. online on November 6, 2020. The two countries resolved to strengthen defence engagement and maritime cooperation, especially in military training, as well as in procurement of defence equipment.
- India and Italy inked 15 pacts and finalised an ambitious action plan to further expand their ties following a virtual summit between Prime Minister Narendra Modi and his Italian counterpart Giuseppe Conte that primarily focused on ramping up economic engagement.
- External Affairs Minister Dr S Jaishankar on November 5, 2020 virtually addressed the first India -Nordic - Baltic Conclave. He said the two sides will work together for a greener, smarter, digital and innovation-led future. Nordic countries consist of Denmark, Finland, Iceland, Norway and Sweden. Baltic countries comprise Estonia, Latvia and Lithuania.
- A second batch of three Rafale fighter jets arrived at Jamnagar airbase in Gujarat on November 5, 2020 after flying non-stop from France. With the arrival of the new batch, the number of Rafale aircraft has increased to eight.
- India has granted tax free status to Abu Dhabi's Sovereign Wealth Fund (SWF) - MIC Redwood 1 RSC Ltd - to expedite foreign investment in the country's priority areas during the Covid pandemic. With this, MIC Redwood has become the first foreign SWF that has been notified and granted 100% tax exemption for long-term investments to be made in the specified priority sectors in India.
- India and the GCC (Gulf Cooperation Council) Troika held their annual Political Dialogue in virtual mode on November 3, 2020. External Affairs Minister Dr. S. Jaishankar led the Indian delegation. GCC comprises Arab states of the Persian Gulf - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates.
- Indian Naval Ship (INS) Airavat reached Sudan on November 2, 2020 with 100 tonnes of food aid as a part of Mission Sagar-II. INS Airavat will deliver food aid to Sudan, South Sudan, Djibouti and Eritrea amid the COVID-19 pandemic.
- Problems between Nepal and India would be resolved through dialogue, Prime Minister K P Sharma Oli said on November 6, 2020 during a meeting in Kathmandu with Indian Army chief Gen. M. M. Naravane who paid a courtesy call on him. On November 5, Gen Naravane held discussions with his Nepalese counterpart General Purna Chandra Thapa in Kathmandu. Gen Naravane received the honorary rank of a General of the Nepali Army from President Bidhya Devi Bhandari.
- In a significant victory for India at the United Nations, Indian diplomat Vidisha Maitra was elected to the U.N. Advisory Committee on Administrative and Budgetary Questions (ACABQ), a subsidiary organ of the General Assembly. In the Group of Asia-Pacific States, Maitra, First Secretary in India’s Permanent Mission to the U.N., obtained 126 votes. The Fifth Committee of the General Assembly, which deals with administrative and budgetary issues, recommended Maitra to the Assembly for a three-year term beginning January 1, 2021.

- Facebook owned WhatsApp is launching a new ‘disappearing messages’ feature for users across markets starting November 5, 2020. Messages on WhatsApp will stay on for a week before they disappear, if users activate the feature.
- Micromax made a comeback to India’s smartphone market with the launch of IN Mobile series. The home-grown electronics maker on November 3, 2020 launched the Micromax IN Note 1 and the Micromax IN 1B smartphones.
- Mukesh Ambani-run Reliance Industries Ltd’s retail arm on November 5, 2020 raised Rs 9,555 crore from Public Investment Fund (PIF) of Saudi Arabia, taking total fundraise in the last two months to Rs 47,265 crore. PIF will take a 2.04 per cent stake in Reliance Retail Ventures Ltd (RRVL).
- Adani Gas has signed a definitive agreement for the acquisition of city gas distribution (CGD) network in three Geographical Areas (GA) namely Ludhiana, Jalandhar and Kutch (East) from a consortium led by Jay Madhok Energy. These GA’s are under Phase 1 of Bharat Mala Pariyojana by NHAI.
- The Supreme Court has stayed a Delhi High Court order of September 2, directing SpiceJet to pay ₹242.93 crore to KAL Airways and Kalanithi Maran, the previous owners, within six weeks. KAL and Maran had transferred their shareholding to Ajay Singh, currently the chairman and managing director of the airline, in December 2014. The six-week deadline for payment had expired on October 14.
- Amazon India has inked an agreement with the Silk Mark Organization of India (SMOI). As part of the Memorandum of Understanding (MoU), Amazon will launch an exclusive Silk Mark Store with Silk Mark labelled products through multiple sellers associated with the organisation.
- WhatsApp Pay went live on the Unified Payments Interface (UPI) on November 6, 2020. The top four banks on the UPI network -- ICICI Bank, State Bank of India, HDFC Bank and Axis Bank – have enabled its backend infrastructure and will facilitate transfer of funds for its users. WhatsApp Pay users will be able to use it only for peer-to-peer (P2P) transactions and not to verified merchants or through QR codes at retail stores.
- Facebook has rolled out a how-to guide for small- and medium-sized businesses (SMB) in India to help them move from offline to the social network-owned online platforms. The technology company’s SMB Guide is a step-by-step manual on how firms can build a digital presence and reach potential customers on Facebook, Instagram and WhatsApp.
- www.iffcobazar.in, the e-commerce arm of IFFCO has announced its integration with the SBI YONO Krishi, which is the dedicated portal catering to the farmer’s needs. This will insure that a wide variety of agriculture products are made accessible to Indian farmers.
- State-owned ONGC has invited bids from global oil and gas companies for undertaking work to boost production from its ageing fields as it looks to reverse declining output. The 15-year Production Enhancement Contract (PEC) will require firms to commit to investing in capital and operating expenditure to increase production.
- Soon after completing 26 year-long innings as HDFC Bank chief executive, Aditya Puri is now donning hat as senior advisor at global investment firm Carlyle. Puri will advise the Carlyle team on investment opportunities across Asia.

- Ministry of Information and Broadcasting has constituted a committee to review guidelines on Television Rating agencies in India. Prasar Bharti CEO Shashi Shekhar Vempati will be Chairman of the Committee.
- The Members of the Committee are Dr Shalabh, Professor of Statistics in Department of Mathematics and Statistics in IIT Kanpur, Dr Rajkumar Upadhyay, Executive Director of C-DOT and Professor Pulak Ghosh of Decision Sciences Centre for Public Policy.
- The Ministry said that the present guidelines on Television Rating agencies in India were notified after detailed deliberations by the Parliamentary Committee, Committee on Television Rating Points constituted by the Ministry of Information and Broadcasting and recommendations from Telecom Regulatory Authority.
- It said, there is a need to have a fresh look on the guidelines particularly keeping in view the recent recommendations from Telecom Regulatory Authority of India, TRAI, technological advancements and interventions to address the system and further strengthening of the procedures for a credible and transparent system.
