- Defence – Army chief commissions INS Kavaratti at Visakhapatnam – INS Kavaratti, the last of the four indigenously built Anti-Submarine Warfare (ASW) stealth corvettes built under Project 28 (Kamorta class), by Garden Reach Shipbuilders & Engineers (GRSE), Kolkata, was formally inducted into the Navy at the Naval Dockyard in Eastern Naval Command. It was commissioned by General Manoj Mukund Naravane, Chief of the Army Staff, in the presence of Vice-Admiral Atul Kumar Jain, Flag Officer Commanding-in-Chief, Eastern Naval Command (ENC). The ship, named after the capital of the Lakshadweep group of islands, has been constructed using high-grade DMR 249A steel produced in India. The ship spans 109 metres in length, 14 metres in breadth with a displacement of 3,300 tonnes and is regarded as one of the most potent Anti-Submarine Warships to have been constructed in India.
- Economy – CPI-IW base year revised to 2016 – The Labour and Employment Ministry revised the base year of the Consumer Price Index for Industrial Workers (CPI-IW) from 2001 to 2016 to reflect the changing consumption pattern, giving more weightage to spending on health, education, recreation and other miscellaneous expenses, while reducing the weight of food and beverages. Apart from measuring inflation in retail prices, the CPI-IW is used to regulate the dearness allowance (DA) of government staff and industrial workers, as well as to revise minimum wages in scheduled employments. The new series would not have an impact on the DA given to government employees for now. The linking factor of the new series to the old series was 2.88, something which employer federations had raised in consultations. The Minister also released the first index, with 2016 as the base year. The index for September, calculated for 88 centres as opposed to the previous 78 centres, was 118.
- India and its neighbourhood – Sri Lankan Parliament passes 20th Amendment. It gives wide powers and immunity to the President – The controversial 20th Amendment to Sri Lanka’s Constitution that envisages expansive powers and greater immunity for the Executive President was passed in Parliament with a two-thirds majority, following a two-day debate. The 20th Amendment was the Rajapaksa administration’s first big test in the legislature, since it triggered concern and resistance from not just the political opposition, but also the influential Buddhist clergy that Sri Lanka’s southern polity venerates. As many as 156 MPs in the 225-member House voted for it, while 65 legislators voted against the Bill. The 20th Amendment rolls back Sri Lanka’s 19th Amendment, a 2015 legislation passed with wide support from the Rajapaksa camp — then in Opposition — that sought to clip presidential powers, while strengthening Parliament. The new legislation in turn reduces the Prime Minister’s role to a ceremonial one.
- International Relations – U.S. to end business visas for H-1B speciality jobs – The U.S. State Department has proposed not to issue temporary business visas for H-1B speciality occupations, which allowed several companies to send tech professionals for a short stay to complete jobs on site. The move could affect hundreds of Indians. The proposal, if finalised, will eliminate any misconception that the “B-1 in lieu of H policy” provides an alternative avenue for foreign professionals to enter the U.S. to perform skilled labour that allows and even encourages them and their employers to circumvent the restrictions and requirements relating to the H non-immigrant classification established by the Congress to protect U.S. workers. The move comes less than two weeks ahead of the presidential election.
- Polity and Governance – Government relaxes visa restrictions – The Ministry of Home Affairs (MHA) further relaxed visa restrictions enabling foreigners to come to India for various purposes, such as business, conference, employment, education, research and medical reasons. Except electronic tourist visa on arrival, which includes a short-term medical visa, all visa restrictions have been lifted. Fresh applications will be required for medical visas.
- Constitution and Law – BJP manifesto promises free vaccine for Bihar – The BJP released its manifesto for the Bihar Assembly poll, with the first promise being free distribution of a COVID-19 vaccine once it is approved. Releasing the manifesto in Patna, Union Finance Minister said that as soon as a COVID-19 vaccine is available for production on a mass scale, every person in Bihar will get free vaccination but she did not commented on whether the free vaccine could be an electoral promise for one State and not for the rest of the country reeling under the pandemic. The announcement led to a storm of criticism on social media by Opposition leaders who felt promising free vaccines during a pandemic was morally questionable.
- International Relations – 2+2 talks will focus on regional issues – India and the U.S. will discuss “salient regional” issues when U.S. Secretary of State Mike Pompeo and U.S. Defence Secretary Mark Esper travel to India next week for the “2+2 Ministerial dialogue”. It is an indication that ties with China will be on the agenda for talks on October 27.
- Constitution and Law – Testimony of sexual assault victim enough for conviction – The sole and trustworthy evidence of a woman, who is a victim of a sexual offence, is enough to find her assailant guilty, a three-judge Bench led by Justice Ashok Bhushan observed. The court was confirming the punishment awarded to a man found guilty under the Protection of Children from Sexual Offences Act of sexually assaulting a 13-year-old child in Tamil Nadu. The Madras High Court had upheld the trial verdict of guilt. The verdict was based on the evidence of the victim though her mother had turned hostile.
- World – Amid calls for resignation, Thai PM lifts emergency. Political situation has improved – government – Thailand’s premier revoked an emergency decree that had been intended to quell pro-democracy rallies, despite it failing to stamp out daily protests demanding his resignation and reforms of the unassailable monarchy. The student-led pro-democracy movement has been gaining momentum since mid-July, with mostly young demonstrators calling for Premier Prayut Chan-O-Cha's removal and a rewrite of a 2017 military-scripted constitution. Some protest leaders have also issued controversial demands to reform the ultra-powerful and wealthy monarchy, whose influence permeates every aspect of the Thai society. The “severe” emergency measures were imposed last week after anti-government protesters flashed a three-finger salute to a royal motorcade.
- World – Vatican, Beijing renew deal on appointment of bishops – A 2018 agreement between Beijing and the Vatican was renewed despite strident U.S. condemnation and warnings from underground Chinese priests loyal to Rome that they have only become more marginalised since it was signed. The deal allows both Beijing and the Holy See a say in appointing bishops in an attempt to close a schism in China’s 12-million-strong Catholic community. Both sides agreed to the extension for two years. China severed ties with the Holy See in 1951, forcing Catholics to choose between membership of the State-run Chinese Catholic Patriotic Association or non-sanctioned churches loyal to the Pope but while some have hailed the deal, others fear that China’s underground churches will become even more marginalised.

- According to a note by the Central Pollution Control Board proposing guidelines on proper disposal of deceased livestock, about 30% of India’s dead cattle and 40% of goats weren’t flayed and nearly nine million bovine hides were lost annually due to non-recovery.
- The draft guidelines require carcasses of livestock to be disposed of in incinerators and municipal authorities must ensure that such facilities are set up and made available. No deadline for the implementation of the guidelines.
- Carcasses, especially those that result from the animal slaughter, are an ‘environmental hazard’ and are partly to blame for ‘bird-hit’ hazards at airports.
- There were nearly 25 million head of cattle including buffalo that died of natural causes. While the hide was mostly removed for leather, the carcasses were frequently left to “putrefy in the open” and attracted “vultures and dogs polluting the environment and creating environmental hazards.
- This open dumping attracted birds which can cause air accidents. Flaying of cattle could yield more commercial opportunities, for instance, ‘meat-meal, bone-meat and technical fat’.
- But the process would require setting up more ‘carcass utilisation plants’ where the parts of the animal could be used to make tallow, nutritional supplements and fertilizer. The other methods of disposal were incineration and ‘deep burial’.

- Venezuela central bank wins appeal over gold reserves stored in UK - A legal fight of the central bank of Venezuela seeking the right to sell its gold reserves worth 1.8 billion euros held with the Bank of England took another turn on October 5, 2020, when the Court of Appeal in London granted the bank’s appeal for the UK courts to determine who is recognised as exercising the de facto powers of head of state and head of government in Venezuela. While Nicolas Maduro claims to be the President of Venezuela on the grounds that he won the 2018 presidential election, opposition leader Juan Guaido staked claim to the presidency and has opposed the sale of the bullion reserves.
- Mexico asks Catholic Church to apologize for Indigenous peoples’ abuse in 1500s - Mexico’s president Andres Manuel Lopez Obrador has published an open letter to Pope Francis calling on the Roman Catholic Church to apologize for abuses of Indigenous peoples during the conquest of Mexico in the 1500s. “The Catholic Church, the Spanish monarchy and the Mexican government should make a public apology for the offensive atrocities that Indigenous people suffered,” the letter states.
- France: Two small aircraft collide in Loches town, killing 5 people - An ultra-light airplane collided on October 10 with another small plane, killing five people as the two aircraft fell into gardens around a Loches town in France.
- North Korea: 75th birthday of ruling Workers’ Party of Korea (WPK) celebrated - The 75th birthday of the ruling Workers’ Party of Korea (WPK) was celebrated in Pyongyang on October 10, 2020. The North Korean government paraded a variety of weapons systems including two intercontinental ballistic missiles that were unveiled for the first time.
- Albania approves electoral code reform to boost EU prospects - Albania’s Parliament on October 5, 2020 approved electoral law changes designed to prevent vote manipulation, which is a key condition for the country to start negotiations to join the European Union.
- Greece: Court rules 3rd largest party operating as a criminal organization - A court in Greece ruled on October 7, 2020 that the far-right Golden Dawn party was operating as a criminal organization, following a trial against leaders of the country’s third largest party. Golden Dawn was founded in the 1980s as a neo-Nazi organization.
- Russia tests new hypersonic anti-ship cruise missile ‘Tsirkon’ - Russia on October 7, 2020 said it had successfully tested a new hypersonic anti-ship cruise missile named Tsirkon. Fired from a frigate in the White Sea, the missile hit its target 450 kilometres away in the Barents Sea moving at Mach 8 speed -- eight times the speed of sound.
- World Teachers’ Day celebrated on October 5 - The World Teachers’ Day was celebrated on October 5, 2020 with its theme as: ‘Teachers: Leading in crisis, reimagining the future’. The day commemorates the anniversary of the adoption of the 1966 ILO/UNESCO recommendation concerning the status of teachers.
- World Mental Health Day observed on October 10 - World Mental Health Day was observed on October 10, 2020. The day is observed on 10 October every year, with the overall objective of raising awareness of mental health issues around the world and mobilizing efforts in support of mental health. According to World Federation for Mental Health (WFMH) this year’s theme is ‘Mental Health for All: Greater Investment – Greater Access’.
- World Sight Day observed on October 8 - The World Sight Day was observed on October 8, 2020. It is an annual day of awareness held on the second Thursday of October, to focus global attention on blindness and vision impairment. This year’s theme was: ‘Hope In Sight’.
- International Day of the Girl Child observed on October 11 - The International Day of the Girl Child was observed on October 11, 2020 with its theme as: “My Voice, Our Equal Future”. International Day of Girl Child 2020 marks 25 years of the Beijing Declaration and Platform for Action for working towards empowering girls and their rights globally.
- Taiwan’s National Day celebrated on October 10 - Taiwan’s National Day was celebrated on October 10, 2020. The day commemorates a 1911 uprising in Wuhan against China’s last imperial dynasty. That led to the creation of the Republic of China, which leader Chiang Kai-shek then brought to Taiwan seven decades ago when he fled Beijing as the Communist Party took power.
- Taiwan releases new passport design to distinguish it from China - Taiwan has released a new design for the country’s passport highlighting the English word for ‘Taiwan’ eyeing to draw a clearer distinction between Taiwan and China. The new cover repositions and significantly shrinks the words Republic of China (ROC), the country’s official name, making them hard to see at first glance, while enlarging and using a bold font for ‘Taiwan’.
- Switzerland: WEF to hold its Annual Meeting 2021 in Lucerne in May - The World Economic Forum (WEF) on October 7, 2020 said it will hold its Annual Meeting 2021 in Lucerne-Burgenstock, Switzerland, from May 18 to 21, as against the traditional venue of ski resort town Davos in January-end.
- Sadyr Zhaparov appointed new Prime Minister of Kyrgyzstan - Authorities in Kyrgyzstan on October 10, 2020 arrested former President Almazbek Atambayev, banned rallies and imposed a curfew in capital Bishkek, seeking to end a week of turmoil sparked by a disputed parliamentary election. President Sooronbai Jeenbekov also ordered the military to deploy troops to the capital to enforce the measure. The country’s parliament elected Sadyr Zhaparov as new Prime Minister. On October 9, Jeenbekov ordered a state of emergency in capital Bishkek till October 21 in a bid to end the political turmoil that has been sparked by the disputed parliamentary election of Oct 4. The Central Election Commission of Kyrgyzstan on October 6 declared the results of the parliamentary elections as null and void.

- The Cabinet has given its nod to the extension of Market Intervention Scheme (MIS) for apple procurement in Jammu and Kashmir (J&K).
- Under this scheme, NAFED will procure 12 lakh tonne apple in Jammu and Kashmir during the current 2020-21 season.
- National Agricultural Cooperative Marketing Federation (NAFED) has also been allowed to use the government guarantee of Rs 2,500 crore for this operation.
- The losses incurred will be shared between the Centre and Jammu and Kashmir government on a 50:50 basis.
- This is expected to provide an effective marketing platform for apple growers and will facilitate the employment generation for the local people.
- It is also expected to ensure remunerative prices for apple, resulting in the overall income enhancement of farmers in J&K.
- Government says that the procurement will be undertaken by the central procuring agency NAFED through the state-designated agency Directorate of Planning and Marketing, Department of Horticulture, and Jammu and Kashmir Horticulture Processing and Marketing Corporation (JKHPMC).
- The constituted Designated Price Committee of last season will be continued for the fixation of the price of various varieties and grades of apples for this season also.
- The Union Territory administration of J&K will ensure the provision of basic amenities in the designated mandis.
- Smooth and continuous implementation of the procurement process will be supervised by the constituted Monitoring Committee under the Chairmanship of Cabinet Secretary at the central level and constituted implementation and Coordination Committee under the Chairmanship of Chief Secretary at the UT level.

- Nadal, Swiatek win singles titles at French Open tennis - Spain’s Rafael Nadal defeated Czech Republic’s Novak Djokovic 6-0, 6-2, 7-5 in the final to win the men’s singles title at the French Open tennis at Roland Garros in Paris on October 11, 2020. This is Nadal’s 13th title victory at the French Open and 20th Grand Slam win equalling the record held by Swiss Roger Federer for most men’s singles title at Grand Slam (French, US Open, Australian Open and Wimbledon) events.
- Iga Swiatek (19) of Poland won the women’s singles title by beating Sofia Kenin of US in the final 6-4, 6-1 on October 10, 2020. She became the first Polish player to win a Grand Slam singles title.
- Men’s Doubles title was won by Germany’s Kevin Krawietz & Andreas Mies who beat Croatia’s Mate Pavić & Brazil’s Bruno Soares in the final 6–3, 7–5.
- Women’s Doubles title was won by Tímea Babos (Hungary) & Kristina Mladenovic (France) who defeated Alexa Guarachi (Chile) & Desirae Krawczyk (United States) in the final 6–4, 7–5.
- Lewis Hamilton wins Formula One Eifel Grand Prix in Germany - Mercedes driver Lewis Hamilton of Britain equalled Germany’s Michael Schumacher’s all-time record 91 Formula One wins on October 11, 2020 with victory at the Eifel Grand Prix in Nurburgring, Germany. Dutch Max Verstappen of Red Bull Racing finished second while Australian Daniel Ricciardo third for Renault.
- Nihal Sarin wins 2020 Junior Speed Online Championship - India’s Nihal Sarin (16) emerged winner in the 2020 Junior Speed Online Championship organised by Chess.com in Chennai, beating Russia’s Alexey Sarana 18-7 in the final.
- Australia women equal record ODI win streak - Australia demolished New Zealand by 232 runs in the third women’s One-Day international at Brisbane on October 7, 2020 to equal the world record of 21 consecutive ODI victories set by Ricky Ponting’s all-conquering men’s team in 2003. After smashing 325 for five off 50 overs, the Australians then bowled New Zealand out for just 93 to record their biggest ever win against the Kiwis.
- Mel Reid wins ShopRite LPGA Classic - England’s Mel Reid won the ShopRite LPGA Classic golf tournament in Galloway on October 4, 2020.
- Sergio Garcia wins Sanderson Farms golf championship - Spain’s Sergio Garcia won the Sanderson Farms golf championship in Mississippi (US) on October 4, 2020.
- Wing Commander (Retd) Dr Vijayalakshmi Ramanan, the first woman commissioned officer of the Indian Air Force, has passed away at the age of 96.
- Born in February 1924, she did her MBBS and later was commissioned in the Army Medical Corps on August 22, 1955 and was seconded to the Air Force with effect from the same day.
- Apart from having served as a gynecologist at various Air Force Hospitals, she had also attended to the troops wounded during wars and performed administrative duties.
- She was promoted to the rank of Wing Commander in August 1972, and honoured with the Vishist Seva Medal five years later. She had retired in February, 1979.
- Her husband, late K V Ramanan, was also an Indian Airforce officer.
- Ramanan was also trained in Carnatic music and had been an artist with the All India Radio at a very young age.

- 7. POLITY (Prelims, GS Paper 2)
- The Union Cabinet has given its nod to the adoption of the Jammu and Kashmir Panchayati Raj Act, 1989, which was amended and notified by the Ministry of Home Affairs (MHA) on October 17.
- The process for local body elections will start soon in the Union territory.
- The amendment sets the stage for the creation of District Development Councils (DDCs) – members of DDCs will be directly elected by the people.
- The move is expected to help establish all the three tiers of grass roots-level democracy in the Union Territory (UT) like in other parts of the country.
- The three-tier system was not there in Kashmir before. They did not have the opportunity to elect their local representatives.
- According to the amendment, the DDCs will get jurisdiction over the entire district, excluding those areas designated as municipalities or municipal corporations.
- The Jammu and Kashmir administration is also working on the adaptation of other laws following the abrogation of Article 370 that gave special powers to the erstwhile state and its division into two Union territories by making Ladakh a separate Union territory.
- Important details & Other concerns of the political parties –
- Political parties in J&K have expressed theirs concern saying that this will limit the MLAs’ role.
- The Assembly got dissolved in November 2018. In 2019, the special status of the former State under Article 370 of the Constitution was abrogated and it was downgraded and bifurcated into UTs- J&K and Ladakh, the latter without an assembly.
- Currently J&K is under the administrative control of the Lieutenant Governor.
- Now, every district will get divided into 14 territorial constituencies to elect members of the body.
- The DDC will have the directly elected members from territorial constituencies in the district, members of the Legislative Assembly representing a part or whole of the district whose constituencies lie within the district and the Chairperson of all Block Development Councils of the district.
- All DDC members will get the right to vote in the meeting of the District Development Council.
- However, the MLAs will not get any voting rights in the case of election or removal of the chairman and vice-chairman. Only the directly elected members shall get the right to vote.

- Every year, on October 21, Police Commemoration Day is observed to remember and honour the brave policemen who have laid down their lives in the line of duty.
- History –
- The day traces its history back to 21 October 1959, when twenty Indian soldiers were attacked by Chinese troops in Ladakh.
- Due to the altercation between the troops, ten Indian policemen lost their lives and seven were imprisoned.
- On 28 November 1959, Chinese troops handed over the dead bodies of the martyred policemen.
- Since that day, 21 October has been observed as Police Commemoration Day in honour of the martyrs.
- In 2018, PM Modi inaugurated the first-ever National Police Memorial in New Delhi on the occasion of Police Commemoration Day.
- He saluted the police forces and their families and urged the people of the country to visit the police museum.
- The National Police Memorial commemorates 34,844 police personnel from all of the central and state police forces who have sacrificed their lives since 1947.
- The memorial, which occupies an area of 6.12 acres, is located in New Delhi's Chanakyapuri.
- It consists of a 30-foot tall black granite central sculpture, and a museum, and a 'Wall of Valour' bearing the names of all 34,844 police personnel who sacrificed their lives while discharging their duties.

- Union Housing and Urban Affairs Minister Hardeep Singh Puri has launched the ‘e-Dharti Geo Portal’.
- The move is expected to integrate legacy drawings such as maps and lease plans in the management information system and make it geographic information system (GIS)-enabled.
- The land & development office (L&DO) is dealing with around 60,000 properties that are commercial, residential, industrial as well as institutional.
- As per the reports, the L&DO has devised a property certificate incorporating details and the outline map of the property which is available online on the portal.
- The certificate will include property details like land type, property type, date of allotment, property status, sub-type, plot area, date of execution of lease deed, property address, details about present lessee and litigation status among others.
- The property certificate will be available by paying a nominal fee of ₹1,000 and can be accessed by the public by visiting the L&DO website - www.ldo.gov.in.
- This measure is likely to benefit the general public, particularly the elderly. The move will also help in avoiding unnecessary litigations.
- Through the certificate, the lessee of the property will be able to get the basic details of his/her property along with the map showing its location.
- This measure will also help a prospective purchaser to establish the details of the property as well as whether any suit or proceeding is pending in respect of the property.
