  1. Economy – Defence Ministry to impose import embargo on 101 items – The government has announced a negative arms imports list, under which acquisition of 101 weapon systems and platforms from abroad will be progressively banned from December 2020 to December 2025, in a bid to bolster the fledgling domestic defence production sector. The 101 items, with different embargo timelines, range from some types of ammunition, sonars, radars, artillery guns and assault rifles to missile destroyers, transport aircraft, light combat helicopters, wheeled armoured fighting vehicles, conventional diesel-electric submarines and communication satellites. Defence minister Rajnath Singh said it was “a big step towards self-reliance in defence production” in accordance with Prime Minister Narendra Modi’s recent Atmanirbhar Bharat initiative.
  2. COVID-19 – Unwelcome record: 1,007 deaths on Sun, 4L new cases in a wk – India reported over 1,000 Covid-19 deaths for the first time on Sunday (August 9), even as the country reported record high numbers for the week, with fresh cases surging past the 4-lakh mark and fatalities crossing 6,000. Sunday’s toll was 1,007, while 63,851 fresh cases were reported, taking the total tally to 22,14,269, as per data collated from states. On the brighter side, recoveries crossed 15 lakh to 15,30,070, accounting for 69% of the caseload. Active cases rose to 6.4 lakh.
  3. Economy – PM launches ₹1L crore agri infra fund to aid farmers – Putting into motion decisions aimed at helping farmers get a better price for their produce at farm gates, PM Modi has launched a Rs 1 lakh crore Agriculture Infrastructure Fund to support community farming assets across the country and said this would enhance India’s ability to compete globally in the agriculture sector. The farm infrastructure will enable farmers get higher value for their produce as they will be able to store and sell at better prices as per market conditions, reduce wastage and increase processing and value addition. Modi also released Rs 17,000 crore to nearly 8.5 crore farmers under the sixth instalment of the PM-Kisan scheme. The cash benefit was transferred directly into Aadhaar-verified bank accounts. With this transfer, the scheme has so far provided over Rs 90,000 crore to over 10 crore farmers since its launch in February last year.
  4. COVID-19 – US surpasses 5m virus cases, Brazil death toll now 1,00,000 – While politicians wrangled over a pandemic relief package and schools struggled over whether to open their doors to students, the US passed another milestone on Saturday (August 8): more than five million known coronavirus infections — adding a million cases in just over two weeks. No other country has reported as many cases. Brazil ranks second, with more than three million. The US reported its millionth case on April 28, more than three months after the first reported case. The country passed two million cases on June 10, three million on July 7 and four million on July 23. At least 161,000 people have died since the pandemic began. Brazil too surpassed a grim milestone — 100,000 deaths from Covid-19. The nation people has been reporting an average of more than 1,000 daily deaths from the pandemic since May.

Polity & Governance – Mahinda Rajapaksa sworn in as Sri Lankan PM – Former President Mahinda Rajapaksa has taken the oath of office as PM of Sri Lanka, following the ruling party’s landslide victory in the August 5 general election. Mr. Rajapaksa, 74, polled a record-breaking share of preferential votes — over five lakh — this election, reflecting his popularity in the electorate 50 years after he first entered Parliament. The emphatic two-thirds majority to the ruling party in the recent poll, after Mr. Gotabaya Rajapaksa’s big win in November, allows the Rajapaksa brothers to amend the Constitution. As part of their poll campaign, the brothers vowed to repeal a 2015 legislation capping presidency at two-terms and trimming the President’s executive powers.
  6. World – Trump signs order extending virus relief – U.S. President Donald Trump has signed executive actions extending financial relief to Americans hit by the COVID-19 pandemic as polls showed a large majority of voters unhappy with his handling of the crisis. The four measures marked a presidential show of strength after Mr. Trump’s Republican Party and White House team failed to agree with Opposition Democrats in Congress on a new stimulus package aimed at stopping vulnerable Americans from falling through the cracks. Many Americans had been relying on relief measures approved earlier by Congress, but which mostly expired in July. Mr. Trump’s measures are likely to face court challenges because Congress controls federal spending, and in any case they may add up to less money than initially appears.
  7. World – Loya jirga approves prisoner release – The Afghan government and the Taliban are “on the verge of peace talks” after thousands of prominent Afghans approved the release of about 400 contentious militant prisoners. The prisoners’ fate has been a crucial hurdle in launching peace talks between the two warring sides, which had committed to completing a prisoner exchange before negotiations can start. Among the 400 are Taliban members accused of major attacks, including a 2017 truck bombing near the German embassy in Kabul that killed more than 150. Talks will start in Doha this week.
  8. Economy – Amid lockdown & job loss, MGNREGA demand soars – On August 6, MGNREGA clocked 106 days of active work in the 2020-21 financial year. On that day, Telangana generated 106% man-days compared to the work done in 365 days of 2019-20. Interestingly, during this period, neighbouring Andhra Pradesh touched 96% of the work done last year. It is expected to overhaul the previous year’s work performance this week. As many as six big states which qualify as traditional MGNREGA catchment areas are close to touching 70% work in comparison to last year while two have crossed 80%. Crucially, two other states have crossed 60% of the work.
  9. Education – Coaching classes not eligible to seek GST exemption: AAR – Coaching classes are not eligible to get any exemption from GST. This position was reiterated by a recent ruling given by the Andhra Pradesh bench of the Authority for Advance Rulings (AAR). A similar stand has been taken earlier, including by the Maharashtra bench of the AAR. In other words, coaching classes have to levy and collect GST at 18% from students. Relevant notifications give exemption to educational services, if these are provided by an educational institution, subject to certain conditions.
  10. Economy – Andhra, Punjab, TN among states ready with land parcel data to woo investors – The government’s move to keep land parcels ready for investors to quickly decide on investment destinations is expected to begin in close to half-a-dozen states, while it is seeking to gradually move to a single-window clearance mechanism. States such as Andhra Pradesh, Telangana, Tamil Nadu, Punjab and Odisha are among early movers and will come on board over the next few months. Already a massive exercise has been undertaken to map land across states, which could be part of special economic zones, industrial corridors or industrial areas, and make it available online for investors to quickly decide on the location of their proposed plant. Availability of land, in the wake of the land acquisition law, has been a major concern for industry and the government is seeking to address the concern by using available tracts.

                  2.1 Government widens ambit of Rs 3 lakh crore MSME credit guarantee scheme


                  • Key point –
                  1. The government has widened the scope of the Rs 3-lakh crore MSME credit guarantee scheme by doubling the upper ceiling of loans outstanding to Rs 50 crore and including certain individual loans given to professionals like doctors, lawyers and chartered accountants for business purposes under its ambit.
                  2. The tweaking of the Emergency Credit Line Guarantee Scheme (ECLGS)was done based on demand from trade bodies and in line with new MSME definition approved by the Union Cabinet in June.
                  3. As part of the Rs 20.97 trillion stimulus package, the government had announced Rs 2 trillion of concessional credit through KCC to 25 million farmers, including fishermen and those involved in animal husbandry.
                  • Important details –
                  1. The scheme will now include individual loans given for business purposes within the ambit of the ECLGS, subject to the eligibility criteria of the scheme.
                  2. The maximum amount of guaranteed emergency credit line (GECL) funding under the scheme would also correspondingly increase from Rs 5 crore at present to Rs 10 crore.
                  3. Announced as part of the Rs 20.97 lakh crore government economic package to tackle the impact of COVID-19, the scheme will now be applicable for companies with an annual turnover of Rs 250 crore as against the earlier Rs 100 crore.
                  4. Banks and non-banking financial companies (NBFCs) have approved loans worth about Rs 1.37 lakh crore while disbursement stood at Rs 87,227 crore at the end of July 29.
                  5. The finance minister said that the intended changes are likely to expand the ambit of ECLGS to make an additional amount of more than Rs 1 lakh crore eligible under the scheme.
                  6. The scheme will be applicable to all loans sanctioned under the GECL facility during the period from the date of announcement of the scheme to October 31 or till the amount of Rs 3 lakh crore is sanctioned under GECL, whichever is earlier.
                  7. All MSME borrower accounts with an outstanding credit of up to Rs 50 crore as on February 29, which were less than or equal to 60 days past due as on that date, i.e., regular, SMA-0 and SMA-1 accounts, and with an annual turnover of up to Rs 250 crore, are eligible for GECL funding under the scheme.

                                                  3.1 Delhi announces State EV policy to supplement  Centre’s clean vehicle push

                                                  • Key points -   
                                                  1. The Delhi Government has announced its electric vehicles (EVs) policy aimed at boosting the adoption of cleaner vehicles in the national capital after the Centre's EV push did not yield results as expected.
                                                  2. The Centre also has an EV policy called Faster Adoption and Manufacturing of Electric vehicles (FAME) under the second phase of which incentives to the tune of Rs 10,000 crore have been allotted for supporting sales of over a million vehicles.
                                                  • Highlights –
                                                  1. The move followed recommendation by the Commerce Ministry’s investigation arm Directorate General of Trade Remedies (DGTR) for continued imposition of the duty for one more year.
                                                  2. The three-year policy aims to make EVs account for a quarter of the new vehicles registered in the capital by 2024.
                                                  3. EV buyers will benefit from purchase incentives, scrappage benefits on older vehicles, interest subvention on loans and waiver of road tax and registration fees.
                                                  4. The policy also seeks to create jobs in driving, selling, financing, and charging of these vehicles.
                                                  5. Chief Minister Arvind Kejriwal termed it the "most progressive" EV policy in the country and said that 500,000 new EVs will be registered through it in the next five years.
                                                  6. Under Delhi's EV policy, purchase incentives will be up to Rs 30,000 for electric two-wheelers, flat Rs 30,000 for e-autos, e-rickshaws, and goods carriers, and up to Rs 1.5 lakh for electric cars.
                                                  7. The benefits would be in addition to those outlined by the central government under the second phase of its FAME policy.
                                                  8. In addition, the policy envisages setting up of charging and battery swapping stations, and setting up a battery recycling ecosystem.
                                                  9. The state government will be creating a non-lapsable 'State EV Fund' which will be supported through the air ambience fund, levy of additional taxes and cess on inefficient and polluting vehicles.

                                                            4.1 Sri Lanka President’s party sweeps polls to secure comfortable majority in parliament

                                                            • Key Point –
                                                            • Sri Lanka President’s party Sri Lanka Podujana Peramuna (SLPP) has swept the parliamentary elections held Wednesday (August 05) to elect 196 members to the 225-member parliament.
                                                            • Important details –
                                                            1. The SLPP received 6,853,693 votes and secured 128 electoral seats and with the 17 national list members has gained 145 seats in the parliament although just shy of the two-third majority the President Gotabaya Rajapaksa and the Prime Minister Mahinda Rajapaksa expected.
                                                            2. The SLPP while the Samagi Jana Balawegaya and secured 54 seats. Accordingly, the Sri Lanka People's Front has won this election with a majority of 4,081,709 votes.
                                                            3. The Samagi Jana Balawegaya (SJB), the breakaway party from the United National Party (UNP) led by Sajith Premadasa came in second with 2,771,984 votes wining 47 electoral seats and received 7 national list slots totaling 54 seats in the 9th parliament.
                                                            4. Premadasa, who was the opposition leader of the 8th parliament following the election of President Gotabaya Rajapaksa is expected to be the Opposition Leader of the new parliament.
                                                            5. The United National Party (UNP) led by former PM Ranil Wickremesinghe meanwhile, receiving 2.15% of the votes came at a distant 5th place behind the JVP led Jathika Jana Balawegaya (JBB) and Tamil National Alliance (TNA) and failed to secure a single electoral seat.
                                                            6. Sri Lanka Podujana Peramuna has won 128 seats in all Nuwara Eliya, Anuradhapura, Badulla, Galle, Matara, Hambantota, Kalutara, Moneragala, Matale, Kegalle, Kurunegala, Ratnapura, Gampaha, Colombo, Kandy, Digamadulla, Puttalam and Polonnaruwa districts while the SJB won 47 seats in the Trincomalee district.
                                                            7. Illankai Tamil Arasu Kachchi (ITAK), the main constituent party of Tamil National Alliance got 10 seats including 1 on the national list while the JBB led by JVP leader Anura Kumara Dissanayake had won 445,000 votes or 3.84 percent taking 3 seats including one national list seat.
                                                            8. The EPDP has won two seats in the Wanni and Jaffna districts while the Sri Lanka Freedom Party has won one seat in the Jaffna district. Sri Lanka Muslim Congress has won one seat from the Batticaloa District.
                                                            9. It is reported that 33 former Ministers and leading candidates of some political parties including former PM Wickremesinghe have lost their seats at this election.

                                                                                                    • SBI Card, IRCTC launch co-branded card on RuPay platform - SBI Card and Indian Railway Catering and Tourism Corporation (IRCTC) on July 28, 2020 launched a co-branded card on RuPay platform for secure and fast transactions. Cardholders of IRCTC SBI Card on RuPay platform receive upto 10% value back on bookings made at IRCTC website.
                                                                                                    • Listed entities get 3 years to meet criteria of minimum 25% public shareholding - The government has notified changes in the Securities Contracts (Regulation) Rules, 1957, according to which companies will now get 3 years instead of 2 years to meet criteria of minimum 25% public shareholding after getting listed.  
                                                                                                    • BIS to frame quality norms for 371 items to curb non-essential imports - To check imports of sub-standard and non-essential goods, including from China, the Bureau of Indian Standards (BIS) on July 27, 2020 said it is framing mandatory quality standards for 371 items identified by the commerce ministry and the process will be completed by March 2021. The list of 371 tariff lines includes several segments, ranging from steel, chemicals, pharmaceuticals and electrical machinery to furniture and toys.  
                                                                                                    • Schemes to boost manufacturing of bulk drugs and medical devices parks launched - Union Minister for Chemicals and Fertilizers DV Sadananda Gowda on July 27, 2020 launched four schemes of Department of Pharmaceuticals for promotion of domestic manufacturing of bulk drugs and medical devices parks in the country. Gowda expressed concern that India is critically dependent on imports for basic raw materials, viz. Bulk Drugs (Key Starting Materials/ Drug Intermediates) and Active Pharmaceutical Ingredients used in production of essential medicines. Similarly, in medical devices sector, India is dependent on imports for 86% of its requirements.

                                                                                                                    7.1 China has called India’s move in Jammu and Kashmir (J&K) “illegal and invalid” and raised the issue at the United Nations Security Council (UNSC) in New York (USA)
                                                                                                                    • China’s blames -
                                                                                                                    1. The Kashmir issue is a dispute left over from history between Pakistan and India, which is an objective fact established by the UN Charte. Any unilateral change to the status quo in the Kashmir region is illegal and invalid.
                                                                                                                    • India’s Position - 
                                                                                                                    1. India has noted the Chinese comments and held that Beijing has “no locus standi” on the matter and is advised not to comment on the internal affairs of other nations.
                                                                                                                    • UN’s Response - 
                                                                                                                    1. Issue has been raised at the UNSC three times in the last one year but there has been no concrete solution to it yet. UN human rights experts have called on India to take urgent action to address the alarming human rights situation in the region. 
                                                                                                                    2. If India fails to take any genuine and immediate steps to resolve the situation, meet the obligations to investigate historic and recent cases of human rights violations and prevent future violations, then the international community should step up.
                                                                                                                    • Report on India by Amnesty International - 
                                                                                                                    1. Amnesty International in its report has urged the National Human Rights Commission (NHRC) and the National Commission for Women (NCW) to set up offices in J&K to facilitate easy access to the complaint filing process for the local people.
                                                                                                                    2. NHRC has been asked to appoint a special monitor for the region and to take up cases pending with the erstwhile State Commission.
                                                                                                                    3. NCW has been recommended to set up a J&K cell for addressing problems faced by women.
                                                                                                                    4. The report held that people in J&K do not have any way of redressal of the violations of their rights after the closure of the State Commission in 2019.
                                                                                                                    5. It also called on the government to release all political leaders, journalists and activists from detention; restore 4G mobile Internet; decongest prisons and start an independent investigation into attacks on journalists.
                                                                                                                    6. The report acknowledged that there may be security concerns that merit restrictions on the right to freedom of expression.
                                                                                                                    7. It suggested that curbs should be for a limited timeframe and as per the International Covenant on Civil and Political Rights (ICCPR), to which India is a state party.

                                                                                                                                            8.1 Boost for farmers! Indian Railways to run first Kisan Rail special service between Maharashtra-Bihar


                                                                                                                                            • Highlights –
                                                                                                                                            1. Indian Railways is all set to run its first timetabled “Kisan Rail” special parcel service.
                                                                                                                                            2. Railway Ministry is introducing the first Kisan Rail service from Devlali in the state of Maharashtra to Danapur in the state of Bihar on 7 August 2020 at 11:00 AM.
                                                                                                                                            3. The train will reach Danapur in Bihar at 6:45 PM, on the next day covering the entire rail journey of 1,519 kilometres in 31:45 hours.
                                                                                                                                            4. The Kisan Rail, which comprises 10 parcel vans and one luggage cum brake van, will run on a weekly basis.
                                                                                                                                            5. Big relief for farmers! Now, vegetables, fruits, etc., will reach the consumers easily on time.
                                                                                                                                            • Key details –
                                                                                                                                              1. According to details shared by Indian Railways, over the Central Railway zone, the Bhusawal Division is primarily an Agro-based division.
                                                                                                                                              2. The city of Nasik in Maharashtra and its surrounding region produces a huge quantity of fresh fruits, vegetables, flowers, onions, other perishables, as well as other agro products.
                                                                                                                                              3. Mainly, these perishable items are transported to areas around Allahabad, Patna, Satna, Katni, etc.
                                                                                                                                              4. The Kisan Rail special parcel service has been provided scheduled halts at Nasik Road, Jalgaon, Manmad, Bhusaval, Burhanpur, Itarsi, Khandwa, Jabalpur, Satna, Katni, Prayagraj Chheoki, Manikpur, Buxar and Pandit Deendayal Upadhyay Nagar.

It is being expected that the Kisan Rail train service will be patronized well and also, it will be a great help to farmers, as the freight of this train service will be charged at ‘P’ Scale.
                                                                                                                                              6. The Kisan Rail service was proposed by Finance Minister Nirmala Sitharaman while presenting the Union Budget for the financial year 2020-21.

Pan India 1000 Genome sequencing of SARS- CoV-2 completed - Health and Family Welfare Minister Dr. Harsh Vardhan on August 1, 2020 announced the successful completion of pan-India 1,000 genome sequencing of SARS-CoV-2.
                                                                                                                                                                      2. He also highlighted that 16 vaccine candidates are in different stages of development. The Minister held a meeting with Department of Biotechnology and reviewed the COVID-19 activities of DBT, Biotechnology Industry Research Assistance Council.
                                                                                                                                                                      3. In the meeting, the Minister launched and dedicated to the nation the largest network of five dedicated COVID-19 Biorepositories established by Department of Biotechnology. These Biorepositories are situated at Faridabad, Bhubaneshwar, New Delhi, Pune and Bangalore.
                                                                                                                                                                      4. The Health Minister said, the information in the database will improve our understanding about the behaviour of the virus which will help in containing the transmission of COVID-19. Dr. Harsh Vardhan also highlighted that the BCG Vaccine is undergoing Phase- 3 trial and Zydus Cadila DNA Vaccine is in phase I and II phase trial stage.

PFC ties up with IIT-Kanpur for research, training in smart grid technology - Power Finance Corporation (PFC), a PSU under Ministry of Power and country’s leading NBFC, signed a MoA with Indian Institute of Technology- Kanpur (IIT-K) for Training, Research, and Entrepreneurship Development in Smart Grid Technology. PFC will provide financial assistance of Rs. 2.39 crores to IIT-K under its CSR initiative.

CSIR, Unnat Bharat Abhiyan-IIT Delhi and Vijnana Bharati sign a tripartite MoU - A tripartite MoU was signed between CSIR, Unnat Bharat Abhiyan-Indian Institute of Technology, Delhi (UBA-IITD) and Vijnana Bharti (VIBHA), New Delhi. The MoU is aimed at adoption of CSIR technologies for rural development.

COVID-19: DIAT, Pune develops Medical Bed Isolation System named ‘Aashray’ - Defence Institute of Advanced Technology, (DIAT) a Deemed to be University, Pune has developed Aashray, the Medical Bed Isolation System to combat COVID-19 by stopping/ minimizing the spread of virus/ infection released by the patient.

ISRO’s IN-SPACe to be set up as single-window nodal agency for pvt sector - The proposed IN-SPACe (Indian National Space Promotion and Authorisation Centre) will be a single-window nodal agency for enabling and regulating space activities and the use of ISRO facilities by the private sector, ISRO has said. IN-SPACe responsibilities include space activities such as building of launch vehicles and satellites, sharing of space infrastructure and premises under ISRO’s control.

NASA launches Mars Perseverance Rover from Cape Canaveral, Florida - NASA launched its Mars Perseverance Rover on Atlas V rocket from Cape Canaveral Air Force Station, Florida on July 30, 2020.                                                                                                                                                                                                   10.1 Business sentiment hits all-time low since 1991, index falls 40.1% over the last quarter of FY20

                                                                                                                                                                                                  1. Business sentiment across Indian industry fell to its lowest level in the first quarter of this fiscal since 1991, according to the National Council of Applied Economic Research’s (NCAER) Business Confidence Index (BCI).
                                                                                                                                                                                                  2. The quarterly BES surveys 600 companies from six cities including Mumbai, Pune, Delhi NCR, Kolkata, Bengaluru and Chennai.

                                                                                                                                                                                                  1. With a massive 62% decline from the year-ago level, the BCI stood at 46.4 points for the quarter.
                                                                                                                                                                                                  2. On a quarterly basis, the index fell 40.1% over the last quarter of FY20, which in turn saw a 30.4% decline from the previous quarter.
                                                                                                                                                                                                  3. While the BCI for North India increased by 25.1% over the quarter, it fell by 89.3% and 68.1% for East and West India respectively.
                                                                                                                                                                                                  4. The survey also found dismal trends in employment across categories. While firms reported a 6.7% decline in employment of unskilled labour over Q4 of FY20, the figure jumped to 46% during Q1 of the ongoing fiscal.
                                                                                                                                                                                                  5. Although to a lesser extent, the figure for skilled labour stood at 18.2% for the June quarter of FY21 compared to 4.3% in the previous quarter.
                                                                                                                                                                                                  6. Suggesting that labour markets would be similarly subdued in the future, 77% of firms expected no change in managerial or skilled labour employment over the next six months.
                                                                                                                                                                                                  7. The corresponding figure for unskilled labour stood at 58%.
